CITY OF
ACCOUNTANT
I/II
DEFINITION
To perform accounting duties related to
the maintenance of General Ledger, fixed assets, and project management.
DISTINGUISHING CHARACTERISTICS
Accountant I -
This is the entry level class within the Accountant series. Positions at this level typically perform
similar duties as the Accountant II, but are not expected to perform with the
same independence and judgement on matters related to established procedures
and methods. This class is typically
used as a training class in that positions may have only limited related work
experience.
Accountant II -
This is the journey level class in the Accountant series. Positions at this level are flexibly staffed
and are normally filled by advancement from the I level, or when filled form
the outside, require prior employee training and development experience. Appointment to the II level requires that the
employee be performing the full range of duties as assigned independently, and
meet the qualification standards for the class.
The Accountant II class is distinguished from the Accountant I in that
incumbents of the II level receive only occasional instruction or assistance as
new or unusual situations arise, and are fully aware of the operating procedures
and policies of the work unit.
SUPERVISION RECEIVED AND EXERCISED
Accountant I:
Receives immediate supervision from the
Finance Manager.
Exercises no supervision.
Accountant II:
Receives general supervision from the Finance
Manager.
Exercise functional and technical
supervision over assigned professional and clerical staff.
EXAMPLES OF DUTIES -
Duties may include, but are not limited to, the following:
Journalize general ledger.

Perform data entry of miscellaneous
journal entries and cash receipts.
Review General Ledger to ensure all funds
and interfund accounts are balanced.
Respond to inquiries from various
departments in reconciling their line items in the General Ledger.
Perform end of month preparation and
balancing of general ledger.
Assist with updating the fixed asset
system for additions and deletions; assigning asset numbers; and reconciling
fixed asset detail to fixed asset account group.
Reconcile fixed asset detail between Fixed
Asset System, General Ledger, and financial reports.
Prepare bank reconciliation for all open
bank accounts.
Allocate interest income to various funds
on a monthly basis.
Maintain project files with all check
copies.
Prepare annual sales tax report.
Assist Account Payable Clerk and Payroll
Clerk as needed.
Assist external Auditors as needed.
Perform related duties as assigned.
QUALIFICATIONS
Accountant I:
Knowledge
of:
Principles,
practices and procedures of basic Accounting.
Operational
characteristics and applications of data processing equipment.
Principles
and procedures of financial record keeping and reporting.

Ability
to:
Operate
computer equipment to perform basic accounting functions.
Operate
calculator, typewriter, and printer.
PHYSICAL REQUIREMENTS
Must be able to physically perform the life
support functions of walking, talking, reaching, stooping, kneeling, lifting,
fingering, hearing, and repetitive motions.
Must be able to perform light work exerting
up to 20 pounds of force occasionally, and/ or up to 10 pounds of force
frequently, and/ or a negligible amount of force constantly to move objects.
Must posses the visual acuity to prepare and analyze data and
figures, perform collection duties, and operate a computer terminal
Any combination of education, experience
and training that would likely provide the required knowledge and abilities is
qualifying. A typical way to obtain the
knowledge and abilities would be:
Education:
Equivalent
to an Associate Arts degree from an accredited college.
Experience:
No
experience is required. One year of
Accounting experience is desirable.
Training:
Major
course work in accounting or a related field.
None required.
Accountant II:
In addition to the qualifications for
Accountant I:

Knowledge
of:
Principles,
practices and procedures of advanced accounting.
Principles,
practices and procedures of Fund Accounting as required by local governments.
Ability
to:
Operate
computer equipment to perform advanced accounting functions.
Organize
information into an appropriate data format for reports.
PHYSICAL REQUIREMENTS

EDUCATION, EXPERIENCE AND TRAINING

and training that would likely provide the required knowledge and abilities is
qualifying. A typical way to obtain the
knowledge and abilities would be:
Education:
Equivalent to an
Associate Arts degree from an accredited college. Equivalent to a Bachelor's degree from an
accredited college or university.
Training:
Satisfactory
completion of the N.C. Institute of Government course,
LICENSE OR CERTIFICATE
None required.
