BUYER

 

 

DEFINITION

 

To perform responsible technical and administrative work in the procurement of a variety of municipal supplies, materials, and equipment, and to maintain fixed assets records.

 

SUPERVISION RECEIVED AND EXERCISED

 

Receives general supervision from the Purchasing Agent.

 

Exercises no supervision.

 

EXAMPLES OF DUTIES - Duties may include, but are not limited to, the following:

 

Receive purchase requisitions and determine informal purchase requirements.

 

Confer with requisitioning personnel regarding specifications, quantity, and quality of merchandise.

 

Solicit price quotations on informal bids, either written or verbal.

 

Prepare specifications for proposed informal purchases.

 

Assist in the opening of public bids.

 

Evaluate informal bids and quotations and make recommendations as to purchase.

 

Maintain files of catalogs, price lists, and other necessary information.

 

Maintain fixed asset records, including quarterly reconciliations.

 

Assist in coordination of public auctions.

 

Receive and distribute uniform orders.

 

Process uniform returns and re-orders.

 

Interview vendors or their representatives.

Assist the Purchasing Agent in other duties as required or assigned.

 

QUALIFICATIONS

 

            Knowledge of:

 

Professional purchasing practices and procedures for municipal operations.

 

Applicable laws, regulations and statutes which govern municipal purchasing programs.

 

Various grades and qualities of a variety of materials supplies, and equipment used by the City.

 

Standard office procedures, practices, and equipment.

 

Ability to:

 

Write clear and concise specifications.

 

Establish effective working relationships with other officials, vendors, and the general public.

 

Communicate effectively in oral and written form.

 

 

PHYSICAL REQUIREMENTS

 

While performing the duties of this job, the employee is frequently required to sit and talk or hear, use hands to finger, handle, or feel objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to walk.

 

The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.

 

 

EDUCATION, EXPERIENCE AND TRAINING

 

Any combination of education, experience and training that provides evidence of the knowledge, skills and abilities required to be successful in performing the duties assigned to the job class.

Experience:

 

Three years of experience in the procurement of materials, equipment, and supplies.

 

Training:

 

Any combination of education and experience equivalent to graduation from high school, supplemented by an associate degree in purchasing, business administration, or related field.

 

 

LICENSE OR CERTIFICATE

 

Possession of, or ability to obtain, an appropriate and valid North Carolina driver’s license.
