CITY CODE INSPECTOR

 

DEFINITION

 

To perform a variety of tasks related to the enforcement of the Salisbury Code of Ordinances regarding nuisance abatement, junked and abandoned vehicles and other ordinances respective to health, safety and public welfare.  To assist the Department of Public Services in special duties as requested and approved by the public services director.

 

SUPERVISION RECEIVED AND EXERCISED

 

Receives direction from the Public Services Director.

 

Exercises functional and technical supervision over maintenance staff in the abatement of public nuisances.

 

EXAMPLES OF DUTIES

 

Respond to public requests for nuisance inspections.

 

Investigate, inspect and cause mitigation of vegetative nuisances and unkempt properties.

 

Investigate, inspect and cause the removal of junked or abandoned vehicles.

 

Research, document and notify property owners of nuisance conditions.

 

Issue work orders to the landscape supervisor regarding abatement of nuisances.  Oversee the fulfillment of the intent of the ordinance with regards to nuisance abatement.

 

Maintain records of telephone communications, written notices, property liens and other correspondence in conjunction with clerical staff.

 

Assist the landscape supervisor with the implementation of special projects.

 

Coordinate with wrecker services for removal and storage of junked and abandoned vehicles.

 

Provide status reports of abatement proceedings to the Public Services Director as requested.

 

Utilize tax records to identify noncompliant property owners.

 

Utilize police vehicle identification records to identify owners of junked or abandoned vehicles.

 

QUALIFICATIONS

 

Knowledge of:

City of Salisbury Code of Ordinances regarding nuisance abatement and removal of junked and abandoned vehicles.

 

City policies and protocol in regard to response to service requests, investigation, notification, documentation, nuisance abatement, fee collection and filing of property liens.

 

Principals of communication between citizens and complainants.

 

Methods of communicating with supervisors and other employees in order to fulfill the intent of the nuisance ordinances.

 

Basic office procedures including telephone etiquette record keeping, city purchasing policies.

 

Ability to:

 

            Follow established nuisance abatement and junked or abandoned vehicle procedures.

 

Tactfully deal with citizens and non-compliant property owners in the processes of nuisance abatement.

 

Provide clear directions to the landscape supervisor with regards to the mitigation of nuisances.

 

Communicate effectively in oral and written forms.

 

 

PHYSICAL REQUIREMENTS

 

While performing the duties of this job, the employee is frequently required to walk, sit and talk or hear. The employee is occasionally required to use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to climb or balance; stoop, kneel, crouch, or crawl.

 

The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus.

 

EDUCATION, EXPERIENCE AND TRAINING

 

Any combination of education, experience and training that provides evidence of the knowledge, skills and abilities required to be successful in performing the duties assigned to the job class.

 

            Education:

            Equivalent to the completion of the twelfth grade.

Experience:

 

Three years responsible supervisory experience and familiarity with local government operational policies.

 

Training:

 

Additional specialized training in code enforcement is desirable.

 

LICENSE OR CERTIFICATE:

 

Possession of a valid NC driver’s license required.
