CIVIL
ENGINEER I/II/III
DEFINITION
To perform duties
related to technical engineering design and analysis; to develop solutions to
engineering problems and to administer or assist in a variety of municipal
projects.
DISTINGUISHING CHARACTERISTICS
Civil Engineer I - This is the entry-level class within the Civil
Engineering series. Positions at this
level typically perform similar duties as the Civil Engineer II and Civil
Engineer III, but are not expected to perform with the same independence and
judgement on matters related to established procedures and methods. This class is typically used as a training
class in that positions may have only limited related work experience.
Civil Engineer II - This is the intermediate level class in the
Civil Engineering series. Positions at
this level are flexibly staffed and are normally filled by advancement from
Level I, or when filled from the outside, require certain academic credentials. Appointment to the level two requires that
the employee successfully complete
promotional requirements.
Civil Engineer III – This is the journey level class within the
Civil Engineering series. Positions at
this level are flexibly staffed and are normally filled by advancement from the
Level II, or when filled from the outside, require the appropriate academic
credentials and the Civil Engineer in Training Certification. Appointment to the Civil Engineer III level
requires that the employee be performing independently the full range of duties
as assigned and meet all the qualification standards for the class. The Civil Engineer III is distinguished from
other classes within the series in that incumbents at the III level receive
only occasional instruction or assistance as new or unusual situations arise,
and are fully aware of the operating procedures and policies of the work unit.
SUPERVISION RECEIVED AND EXERCISED
Civil Engineer I:
Receives immediate
supervision from assigned management and supervisory staff and may receive
technical supervision from Civil Engineer II and Civil Engineer III.
May provide technical
supervision to the engineering technician.
Civil Engineer II:
Receives general
supervision from the City Engineer and may receive technical supervision from
the Civil Engineer III.

May exercise
technical supervision over less experienced engineers and engineering
technicians.
Receives general
supervision from the City Engineer.
May exercise
technical supervision over less experienced engineers and engineering
technicians.
EXAMPLES OF DUTIES - Duties may include, but are not limited to,
the following:
Coordinate work with
members of other City departments.
Review projects of
consultants and contractors and identify substandard work.
Respond to
engineering questions posed by developers, citizens and staff members.
Operate CADD
equipment.
Lead survey parties.
Review site plans for
technical compliance with City requirements.
Review contractor and
consultant invoices and make recommendations for payment.
Review drafting work
of Engineering Technicians.
Communicate with
NCDOT staff.
Inspect construction
sites.
Prepare feasibility
studies, cost estimates and other reports.
Civil Engineer I:
Knowledge
of:
Civil Engineering principles and
practices.
Surveying techniques.

City policies and ordinances.
Basic report preparation and writing
techniques.
Drafting techniques.
Ability
to:
Operate survey equipment and
organize a survey crew.
Identify problems and develop
solution alternatives.
Document work for future reference.
Communicate effectively.
Operate CADD equipment and special
software.
Interpret and apply engineering
standards and City requirements.
While performing the
duties of this job, the employee is occasionally required to stand; walk; use
hands to finger, handle, feel or operate objects, tools, or controls; and reach
with hands and arms. The employee is occasionally required to sit; climb or
balance; stoop, kneel, crouch, or crawl; talk or hear; and smell.
The employee must
occasionally lift and/or move up to 25 pounds. Specific vision abilities
required by this job include close vision, distance vision, color vision,
peripheral vision, depth perception, and the ability to adjust focus.

knowledge and abilities is qualifying.

Equivalent to a Bachelor’s degree in
Engineering Technology.

Civil Engineer II:
In addition to the
qualifications for Civil Engineer I:
Knowledge
of:
Engineering theory.
Ability
to:

Experience:
Four years experience for those persons with BET credentials. No experience required for persons with BS credentials in Civil Engineering.
Training:
The BET credentials and additional experience are required.
Possession of or
ability to obtain, an appropriate and valid North Carolina driver’s license.
Civil Engineer III:
In addition to the
qualifications for Civil Engineer II;
Knowledge
of:
Project
management.
Ability
to:
Address
