DEVELOPMENT
SERVICES SPECIALIST
DEFINITION
To perform
Development Services functions including assigning street addresses and
maintaining files and maps of all water and sewer utilities, annexation areas,
sub-divisions and street changes.
SUPERVISION RECEIVED AND EXERCISED
Receives direction
from Development Services Manager.
Exercises no
supervision.
EXAMPLES OF DUTIES - Duties may include, but are not limited to,
the following:
Assign street
addresses in a numerical sequence for new residents and those brought into
system through annexation; and change street addresses of current residents as
needed and prepare notification letters.
Determine property
location and ownership using tax maps.
Reply to developers'
and contractors' requests for service and answer questions on polices and
ordinances.
Make field
inspections to determine compliance with various City ordinances and policies.
Estimate frontage
fees for water and sewer charges.
Assist in
administering water/sewer permits and inspection fees.
Assist Zoning
Administrator in issuance of zoning permits.
Estimate driveway cut
costs.
Perform related
duties as assigned.
QUALIFICATIONS
Knowledge
of:
Basic drafting techniques.
General construction procedures.

Layout of Salisbury's streets.
Basic mathematical principles.
Ability
to:
Read maps.
Perform
basic clerical duties such as filing, typing, word processing and composing
notification letters.
Communicate clearly and concisely,
both orally and in writing.
Interpret codes from the City
ordinance book.
Read a blueprint and use a scale.
Establish
and maintain cooperative working relationships with those contacted in the
course of work.
While performing the
duties of this job, the employee is occasionally required to stand or sit;
walk; use hands to finger, handle, feel or operate objects, tools, or controls;
and reach with hands and arms. The employee is occasionally required to climb
or balance; stoop, kneel, crouch, or crawl; talk or hear.
The employee must
occasionally lift and/or move up to 10 pounds.
Specific vision
abilities required by this job include close vision, distance vision, color
vision, peripheral vision, depth perception, and the ability to adjust focus.
EDUCATION, EXPERIENCE AND TRAINING
Any combination of
education, experience and training that would likely provide the required
knowledge and abilities is qualifying.
A typical way to obtain the knowledge and abilities would be:
Education:
Equivalent
to a Bachelor's degree from an accredited college or university with major
course work in Development Services, information systems, or related field.
Development Services Specialist (continued)
Experience:
Two
years of responsible Development Services experience; also drafting experience
preferred.
Training:
Additional specialized training to
ensure continuing competency is
desirable.

Possession of, or
ability to obtain, a valid North Carolina driver's license.
