ENGINEERING
TECHNICIAN I/II
DEFINITION
To perform technical
engineering office and field work involving engineering design, construction
inspection, drafting, and provision of surveying assistance; and to provide
technical support to all City departments and the public.
DISTINGUISHING CHARACTERISTICS
Engineering Technician I - This is the entry level class within the
Engineering Technician series.
Positions at this level typically perform similar duties as the
Engineering Technician II, but are not expected to perform with the same
independence and judgement on matters related to established procedures and
methods. This class is typically used
as a training class in that positions may have only limited related work
experience.
Engineering Technician II - This is the journey level class in the
Engineering Technician series.
Positions at this level are flexibly staffed and are normally filled by
advancement from the I level, or when filled from the outside, require prior
employee training and development experience.
Appointment to the II level requires that the employee be performing the
full range of duties as assigned independently, and meet the qualification
standards for the class. The
Engineering Technician II class is distinguished from the Engineering
Technician I in that incumbents of the II level receive only occasional
instruction or assistance as new or unusual situations arise, and are fully
aware of the operating procedures and policies of the work unit.
SUPERVISION RECEIVED AND EXERCISED
Engineering Technician I:
Receives immediate
supervision from the City Engineer.
Exercises no
supervision.
Engineering Technician II:
Receives general
supervision from the City Engineer.
Exercises functional
and technical supervision over assigned technician staff.

EXAMPLES OF DUTIES - Duties
may include, but are not limited to, the following:
Prepare design
drawings for a variety of public work projects including water, sewer, street
and storm drainage plans.
Read, interpret, and
use maps, topographic maps and blueprints related to engineering projects.
Compile field data
for field survey projects.
Perform field
inspections on a variety of construction projects including water, sewer,
streets, storm drainage and driveways.
Participate in
preparation, maintenance and filing of engineering records.
Calculate cost
estimates for construction projects.
Answer questions and
provide information to consulting engineers and the public regarding
engineering activities.
Prepare special maps,
charts, graphs, plans and other drawings for presentation to City Council.
Update and maintain
City Standards and Specifications Manual.
Operate computer
equipment to enter and update engineering records, and to run engineering
related programs.
Assist Development
Services, when necessary, in the assignment of street addresses and the
issuance of permits.
Perform related
duties as assigned.
QUALIFICATIONS
Engineering Technician I:
Knowledge
of:
Principles,
practices and procedures of engineering including,
water, sewer, street and drainage design.
Methods and techniques of drafting
and field surveying.

Pertinent
Federal, State and local laws, codes, ordinances and policies; and of City
standards and specifications.
Basic methods and techniques of
construction.
Basic mathematical principles.
Basic filing techniques.
Operational characteristics and
applications of data processing equipment.
Basic procedure for issuance of
permits and assignment of street addresses.
Ability
to:
Prepare accurate engineering plans
and drawings.
Prepare and read construction plans
and specifications.
Read and use maps, topographic maps
and blueprints.
Perform engineering and cost
calculations with speed and accuracy.
Use and maintain drafting and
surveying equipment and tools.
Communicate
clearly and concisely, both orally and in writing.
Establish
and maintain cooperative working relationships with those contacted in the
course of work.
Work is performed
mostly in office settings. Some outdoor work is required in the inspection of
various land use developments, construction sites, or public works facilities.
Hand-eye coordination is necessary to operate drafting instruments, computers
and various pieces of office equipment.
While performing the
duties of this job, the employee is occasionally required to stand; walk; use
hands to finger, handle, feel or operate objects, tools, or controls; and reach
with hands and arms. The employee is occasionally required to sit; climb or
balance; stoop, kneel, crouch, or crawl; talk or hear..

The employee must
occasionally lift and/or move up to 50 pounds. Specific vision abilities
required by this job include close vision, distance vision, color vision,
peripheral vision, depth perception, and the ability to adjust focus.
EDUCATION, EXPERIENCE AND TRAINING GUIDELINES
Any combination of
education, experience and training that would likely provide the required
knowledge and abilities is qualifying.
A typical way to obtain the knowledge and abilities would be:
Education:
Equivalent
to the completion of the twelfth grade supplemented by college level course
work in engineering or a related field.
Experience:
No work experience required. One year of engineering or technical
experience is desirable.
Training:
Additional specialized training in
drafting is desirable.
License or Certificate
Possession of, or
ability to obtain, a valid North Carolina driver's license.
Engineering Technician II:
In addition to the
qualifications for Engineering Technician I:
Knowledge
of:
Principles, practices and procedures
used in technical office and
field engineering work.
Modern office procedures and
methods.
Methods and techniques of
construction inspection.
Ability
to:

work.
