EQUIPMENT OPERATOR I/II

 

DEFINITION

 

To perform as an operator and/or driver of a variety of light to heavy duty equipment and trucks in the construction and maintenance of streets and water/sewer lines throughout the City of Salisbury; and may perform numerous maintenance and construction tasks in addition to equipment operation as required by appropriate division.

 

DISTINGUISHING CHARACTERISTICS

 

Equipment Operator I:  This is the entry level class within he Equipment Operator series.  Positions at this level typically perform similar duties as the Equipment Operator II, but are not expected to perform with the same independence and judgement on matters related to established procedures and methods.  This class is typically used as a training class in that positions may have only limited related work experience.

 

Equipment Operator II:  This is the journey level class in the Equipment Operator series.  Positions at this level are flexibly staffed and are normally filled by advancement from the I level, or when filled from the outside, require prior employee training and development experience.  Appointment to the II level requires that the employee be performing the full range of duties as assigned independently, and meet the qualification standards for the class.  The Equipment Operator II class is distinguished from the Equipment Operator I in that incumbents of the II level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit.

 

SUPERVISION RECEIVED AND EXERCISED

 

Equipment Operator I:

 

Receives immediate supervision from assigned management and supervisory staff.

 

Exercises no supervision.

 

Equipment Operator II:

 

Receives general supervision from assigned management and supervisory staff.

 

Exercises functional and technical supervision over assigned maintenance and technical staff.

EXAMPLES OF DUTIES - Duties may include, but are not limited to, the following:

 

When assigned to the Street Division:

 

Operate street sweepers and flushers in the cleaning of streets.

 

Drive dump trucks in the hauling of gravel, sand, pipe, brush and other materials.

 

Operate a leaf machine in the collection of leaves and debris.

 

Operate a sand spreader and snow plow as needed.

 

Operate bulldozer and front-end loader in demolition and clearing work, backfilling ditches, piling dirt and gravel for loading and pushing dirt to fill.

 

Operate front-end loader and backhoe for loading trucks with dirt, stone, etc.

 

Operate vibratory roller in street maintenance work.

 

Operate a variety of light to heavy equipment as required.

 

Maintain shop tools.

 

Coordinate work activities in the absence of assigned supervisory staff.

 

Assist other City divisions as necessary.

 

Make daily checks on equipment for fuel, proper levels of fluids and other checks to ensure the safe operation of the equipment assigned.

 

Respond to job call back after working hours and/or on weekends.

 

Perform related duties as assigned.

 

When assigned to the Water and Sewer Maintenance and Construction Division:

 

Operate backhoe in the installation and maintenance of water/sewer lines and fire hydrants.

 

Identify the locations of water/sewer lines to perform work projects through interpretation of water/sewer maps.

Operate sewer rodding machines and sewer jets for clearing sewer lines.

 

Operate and maintain all tapping machines.

 

Operate boom truck in the lifting of pipes and other heavy tools and equipment.

 

Drive dump truck to haul gravel, tools, equipment, etc., to the job site.

 

Operate air compressor and jack hammers in the removal of concrete for the repair of water and sewer lines.

 

May be required to assist in the replacement of water valves, repairing of sewer lines and the changing out of water meters and installation of water valves.

 

Maintain shop tools.

 

Make daily checks on equipment for fuel, proper levels of fluids and other various checks to ensure the safe operation of the equipment assigned.

 

Maintain awareness of various parts and supplies used in the repair of water/sewer line distribution and collection systems, and their proper use.

 

Assist other City divisions as necessary.

 

Coordinate work activities in the absence of assigned supervisory staff.

 

Respond to job call back after working hours and/or on weekends.

 

Perform related duties as assigned.

 

QUALIFICATIONS

 

Equipment Operator I:

 

            Knowledge of:

 

            The operation of light to moderate duty trucks and equipment assigned.

 

            Layout of the City's streets.

            Tasks involved in a variety of municipal construction

                projects.

 

            Safety procedures and practices for operation of trucks and

                equipment.

 

            Ability to:

 

                Operate assigned trucks and equipment safely and according to traffic rules and regulations.

 

                Understand and follow written and oral instructions.

 

            Stoop and bend.

 

            Follow proper safety procedures.

 

                Respond to job call back.

 

PHYSICAL REQUIREMENTS

 

Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, feeling, talking, hearing, and repetitive motions.

 

Must be able to perform very heavy work exerting up to 100 pounds of force occasionally: 50 pounds of force frequently: and 20 pounds constantly.

 

Must posses the visual acuity to operate mobile equipment such as the backhoe and dump truck in a safe manner.

 

 

EDUCATION, EXPERIENCE AND TRAINING

     

Any combination of education, experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

 

            Education:

 

            Equivalent to the completion of the twelfth grade.

            Experience:

 

No experience is required; however, one year experience as an equipment operator would be desirable.

 

            Training:

 

            None.

 

LICENSE OR CERTIFICATE

 

Possession of, or ability to obtain, an appropriate and valid North Carolina CDL driver's license.

 

Possession of residential telephone service required.

 

 

Equipment Operator II:

 

In addition to the qualifications for Equipment Operator I:

 

            Knowledge of:

 

The operation of light to heavy duty trucks and equipment i.e., bulldozer, motor grader, front-end loader, large dump truck, back-hoe, street sweeper and flusher.

 

            Parts, tools and materials required to repair/construct water/sewer distribution systems.

 

Tools, materials and equipment used in the construction and maintenance of City streets and sidewalks.

 

                Capabilities and limitations of heavy construction equipment.

 

The occupational hazards and proper safety precautions involved in the operation of heavy equipment.

 

                Leadership and training skills.

 

            Ability to:

 

Safely operate/drive light to heavy duty vehicles or equipment assigned accordingly to traffic rules and regulations.

            Read water/sewer maps and plans.

 

Judge rough terrain and determine amount of cut and fill required to correctly alter variation of the terrain to conform to desired construction design.

 

                Oversee work activities of a small group of assigned maintenance and technical staff.

 

                Respond to job call back.

            Education:

 

                Equivalent to the completion of the twelfth grade.

            Two years of equipment operation experience is required.

 

            Training:

 

            None.
