Finance and Support Services Manager

Job Duties

 

 

1.      Organize, direct, and manage all fiscal activities of the Department and Division under the direction of the Assistant Utilities Director and the Director.

2.      Prepare the Division and Department annual budgets under direction of the Assistant Utilities Director and the Director.

3.      Monitor and evaluate fiscal condition and budget for both Department and Division. Make reports and recommendations to management as needed.

4.      Develop, implement, and review Division goals and objectives including those assigned by the Assistant Utilities Director and Utilities Director.

5.      Develop and implement policies and procedures for the division in conjunction with the Assistant Utilities Director and the Director.

6.      Initiate, conduct, review, and coordinate needed personnel transactions including recruitment, selection, classification, compensation, evaluation, promotion, transfer, discipline, and termination in conjunction with the Assistant Utilities Director and the Utilities Director.

7.      Evaluate Division fiscal, meter, lab, and pretreatment operations and activities; recommend improvements and modifications; prepare technical reports on operations and activities as needed.

8.      Evaluate and analyze privatization, automation, and cost-saving opportunities within the Department.  Make recommendations to management when necessary.

9.      Answer questions and provide information to the public, investigate complaints, and take corrective action as necessary.

10.  Other duties as requested or required.

 

 

Qualifications

 

Minimum qualifications required are a bachelor’s degree or equivalent in accounting or related area, and a minimum of three years of increasingly responsible experience in a supervisory role. A valid North Carolina driver’s license and residential telephone service are required.

 

 

Physical Qualifications

 

Must be able to physically inspect field and laboratory operations and activities of division personnel. Must be able to pass a respirometer examination and use a protective respirator if necessary. Must be able to perform outdoor work collecting water and wastewater samples, inspecting industrial facilities, and locating collection system sampling points.
