CITY OF SALISBURY
FIRE CHIEF
DEFINITION
To plan, organize, implement, direct and
review the activities and operations of the Fire Department including fire
suppression, prevention and emergency medical services; to coordinate
activities with various City departments, citizens, other governmental units,
outside agencies and organizations; and to provide highly responsible and
complex administrative support to the City Manager and City Council.
Receives administrative direction from the
City Manager.
Exercises direct, technical and functional
supervision over professional, technical and clerical staff.
EXAMPLES OF DUTIES - Duties may include,
but are not limited to, the following:
Develop, organize, implement and review
departmental goals and objectives including those City Council goals assigned
to the department by the City Manager.
Establish and implement department policy
and procedures on matters related to the Fire Service.
Plan, organize and direct the departmental
operations of fire suppression, prevention and emergency medical activities.
Coordinate activities with various City
departments, citizens, other governmental units, outside agencies and
organizations; direct, oversee and participate in the development and
scheduling of the department's work plan; assign and coordinate work
activities, projects and programs; monitor work flow; and review and evaluate
completed work, methods and procedures.
Respond to major fire alarms and
personally direct fire suppression activities, as needed.
Coordinate and direct the provision of
departmental support services including station, hydrant and equipment
maintenance, in-service training and fire inspections.
Supervise and participate in the
development, adoption and administration of the Fire Department's annual
budget; approve and monitor expenditures authorized in the annual budget for
staffing, equipment, materials and supplies; and implement requests for
modifications to the approved budget in conjunction with the Finance Director.

Initiate needed personnel transactions
including recruitment, selection, classification, compensation, evaluation,
promotion, disciplining and termination of employees in conjunction with
personnel policies and procedures and the Personnel Office.
Serve as a member of the City's Management
Team. Provide staff assistance to the
City Manager and City Council. Prepare
and present a variety of departmental reports and other correspondence, as
needed.
Develop long-range programs and plans for
the increased effectiveness of the department, including fire prevention and
suppression programs, and training.
Respond to a variety of citizen inquiries
and complaints, some of which may be difficult and sensitive to resolve.
Participate on boards and/or commissions
as required; and attend and participate in City Council Meetings, Management
Team Staff Meetings, IRT Interface Groups, professional associates and
committees.
Perform related duties as required.
QUALIFICATIONS
Knowledge
of:
Organizational and
management practices as applied to the development, analysis, and evaluation of
programs, policies and operational needs, particularly in the areas of fire
protection and emergency services.
Organization, administration,
program development, personnel management budget preparation as it relates to
principles and practices currently used by the City of Salisbury.
Principles and
practices of supervision, training, performance evaluation and discipline
currently used by the City of Salisbury.
Operation,
maintenance and uses of fire fighting apparatus and equipment.
Principles,
practices, methods and techniques of modern fire prevention and suppression
activities.
Pertinent
Federal, State and local laws, codes and regulations pertaining to fire
prevention, inspection and suppression.

Ability to:
Analyze
problems, identify alternative solutions, project consequences of proposed
actions and implement recommendations in support of goals.
Effectively
administer a variety of activities related to planning, organizing,
implementing, directing and evaluating Fire Department work.
Gain

Select,
supervise, train, evaluate and discipline assigned staff.
Prepare,
administer and monitor the Fire Department budget.
Respond effectively
to issues and concerns raised by the City Council, City Manager and citizens.
Interpret and apply Federal,
State and local policies, procedures, laws and regulations related to fire
prevention, inspection and suppression.
Develop
and administer sound departmental policies.
Communicate
clearly and concisely, both orally and in writing.
While performing the duties of this job,
the employee is frequently required to sit; talk or hear; stand; walk; use
hands to finger, handle, or operate objects, tools, or controls; and reach with
hands and arms. The employee is occasionally required to climb or balance;
stoop, kneel, crouch, or crawl; and taste or smell.
The employee must frequently lift and/or
move up to 10 pounds and occasionally lift and/or move up to 100 pounds.
Specific vision abilities required by this job include close vision, distance
vision, color vision, peripheral vision, depth perception, and the ability to
adjust focus.

and training that provides evidence of the knowledge, skills and abilities
required to be successful in performing the duties assigned to the job class.

Education:
A Bachelor's degree or equivalent from an accredited college or university with a concentration of course work in Fire Science, public administration, business administration, or other related field.
Experience:
Five years of
increasingly responsible, command and supervisory experience in an organized
fire department that includes two years of administrative responsibility at a
Battalion
Chief level.
Training:
Evidence of
continuing professional development through advanced studies, workshops,
seminars and participation in professional organizations.
Possession of, or ability to obtain, a
Class "C" North Carolina driver's license.
