Receives supervision from the Police Planner.
Exercises functional and technical supervision.
Develop
and submit the department’s annual budget based on budget requests from
Division Commanders and research and analysis of data collected.
Monitor
and maintain the budget for more effective and efficient fiscal activities of
the department.
Monitor budgetary expenditure accounts for all
components on a monthly basis; provide information to the Chief and Division
Commander's regarding their line item expenditures.
Assist in the development of equipment
specifications, review manufacturer and contractor bid proposals and make
recommendations to the staff.
Request supplemental and/or emergency appropriations
and fund transfers on an "as needed" basis.
Approve the use of Department funds for purposes
other than that designated by line item.
Request transfer of funds from one division to
another.
Maintain the petty cash account, to include
disbursement and recordkeeping; submit all petty cash receipts to the check
request and balance the expenditures.

Maintain the procurement card receipts (and a record
of purchases) and submit them to Finance; submit the signed credit card bills
to Finance.
Administer
records of appropriations and expenditures to include entrance of purchase
orders and expenditures into the Cities finance program (MAIS); have Division
Commanders review purchase requests in the MAIS System.
Administer training and travel funds, to include
reviewing training and travel requests, approving fiscal appropriations for
requests after monitoring budgetary expenditure accounts and submission of all
travel/training reports to City Finance Department; make all travel and
training arrangements, to include, registration, hotel, supplies, travel, etc.;
administer funds due to the employee/City.
Assist in developing
Department goals and objectives; participate in the annual goal review session
at which time progress of goals will be discussed.
Prepare
justification statements for capital outlay equipment, vehicle requests,
special projects and personnel request for the annual budget.
Conduct
quarterly inspections of both cash and non-cash fiscal activities in
specific units; conduct an annual
inspection of these same fiscal activities.
Responsible for department
supply purchases and completing check requests and entering the appropriate
line item for purchases.
Maintain the equipment asset system set forth by the
City Purchasing Office (over $500).
Maintain the inventory and inspection of department
uniforms and supplies.
Serve as the department’s fleet manager.

While performing the duties of this job, the employee is
frequently required to sit and talk or hear. The employee is occasionally
required to walk; use hands to finger, handle, or feel objects, tools, or
controls; and reach with hands and arms.

employee must occasionally lift and/or move up to 25 pounds. Specific vision
abilities required by this job include close vision and the ability to adjust
focus.

Experience:
At least
three years of experience in fiscal management and budget management.
Training:
Equivalent
to a Bachelors degree from an accredited college or university with major
course work in fiscal management or a related field.
