            FLEET SERVICES MANAGER

 

DEFINITION

 

To plan, organize, implement, direct and review the activities of the Fleet Division of the Public Services Department including repair and preventive maintenance, fueling and specification design; to coordinate activities with other divisions and departments of the City, citizens, other governmental units, outside agencies and organizations; and to provide staff assistance to the Public Services Director and City Manager.

 

SUPERVISION RECEIVED AND EXERCISED

 

Receives general direction from the Public Services Director.

 

Exercises direct, technical and functional supervision over professional, technical and clerical staff.

 

EXAMPLES OF DUTIES - Duties may include, but are not limited to, the following:

 

Organize, direct and manage division activities including fleet repair and maintenance, fueling and purchase specifications.

 

Develop, implement and review division goals and objectives including those assigned by the City Council, City Manager and Department Head.

 

Develop and implement policies and procedures for the division in conjunction with the Public Services Director.

 

Coordinate division activities with other City departments, outside agencies and organizations.

 

Direct, oversee and participate in the development of the division work plan; assign and coordinate work activities, projects and programs; monitor work flow; and review and evaluate completed work, methods and procedures.

 

Prepare the division's annual budget.  Approve and monitor expenditures authorized in the annual budget.

 

Provide or coordinate staff training.

 

Initiate, conduct, review and coordinate needed personnel transactions including recruitment, selection, classifications, compensation, evaluation, promotion, transfer, discipline and termination in conjunction with the Personnel Office and Department Head.

Provide staff assistance to the Public Services Director and City Manager.  Participate on boards and commissions as required.  Implement and participate in the IRT management system including interface groups as required.

 

Respond to a variety of citizen inquiries and complaints some of which may be difficult and sensitive to resolve.

 

Direct a preventive maintenance program for the fleet.

 

Write specifications for all fleet purchases.

 

Manage automated fueling station to dispense fuel to City and County fleets.

 

Assist in supervising vehicle report.

 

Prepare repair estimates for fleet units involved in accidents.

 

Authorize repairs made in other garages.

 

Conduct safety inspections of fleet units.

 

Perform related duties as required.

 

QUALIFICATIONS

 

            Knowledge of:

 

            Principles, practices and procedures of fleet maintenance and repair.

 

            Budgeting procedures and techniques.

 

            Principles and practices of supervision, training and personnel management.

 

            Ability to:

 

Organize, direct and implement a comprehensive fleet maintenance and repair, fueling and specification program.

 

            Prepare and administer a budget.

            Supervise, train and evaluate assigned staff.

 

Effectively communicate, both orally and in writing, with subordinates, colleagues and superiors.       

 

PHYSICAL REQUIREMENTS

 

While performing the duties of this job, the employee is frequently required to use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to climb or balance; stoop, kneel, crouch, or crawl.  The employee is occasionally required to walk, sit and talk or hear. The employee must frequently lift and/or move up to 25 pounds, and occasionally lift weights up to 100 pounds. Specific vision abilities required by this job include close vision, color vision, and the ability to adjust focus.

 

EDUCATION, EXPERIENCE AND TRAINING

 

Any combination of education, experience and training that provides evidence of the knowledge, skills and abilities required to be successful in performing the duties assigned to the job class.

 

            Education:

 

Equivalent to the completion of an associate’s degree in vehicle maintenance or a related field from an accredited college.  A Bachelor's degree in business administration is desirable.

 

            Experience:

 

Four years of increasingly responsible experience in fleet maintenance and repair, including two years of supervisory experience.

           

            Training:

 

            Additional specialized training to ensure a current level of competency is desirable.

 

LICENSE OR CERTIFICATE

 

Possession of, or ability to obtain, an appropriate and valid North Carolina driver's license.
