HUMAN
RESOURCES DIRECTOR
DEFINITION
To plan, organize and
direct the activities of the Human Resources Office including recruitment and
selection, affirmative action, safety and worker's compensation and employee
benefits administration; to assist the City Manager in the general management,
supervision and coordination of the Human Resources Department; and to
coordinate activities with various City departments, citizens, other
governmental units, outside agencies and organizations and to provide highly
responsible, complex administrative support to the Assistant City Manager, City
Manager and City Council.
SUPERVISION RECEIVED AND EXERCISED
Receives
administrative direction from the City Manager.
Exercises direct and
indirect supervision over professional, technical and clerical Human Resources.
EXAMPLES OF DUTIES - Duties may include, but are not limited to,
the following:
Assist in developing,
planning, implementing and administering department goals and objectives as
well as policies and procedures necessary to provide assigned Human Resources
services; and assist in developing new or modified programs, systems, policies
and procedures.
Assist in the
developing and administering the department's budget and directing the forecast
of funds needed for staffing, equipment, materials and supplies; and monitor
and approve expenditures.
Direct, oversee and
participate in the development of the department's work plan; assign work
activities, projects and programs; monitor work flow; and review and evaluate
work products, methods and procedures and present findings to the City Manager.
Coordinate department
activities with those of other departments and outside agencies and
organizations; provide staff assistance to the Assistant City Manager, City
Manager and City Council; and prepare and present staff reports and other
necessary correspondence.
Appoint, train,
motivate and evaluate staff; establish and monitor employee performance
objectives; prepare and present employee performance reviews; provide,
coordinate or assist in staff training; work with employees to correct
deficiencies; implement discipline procedures; recommend employee terminations;
and approve time cards and expense reports.
Assist in planning, implementing and directing a
comprehensive Human Resources program; formulate and recommend policies,
regulations and practices for carrying out the program; administer all
provisions of the Human Resources system not specifically reserved to the

City Manager, City
Manager or Department Heads; and consult with and advise the City Manager,
Assistant City Manager and department officials, to coordinate the various
phases of the policies, practices, ordinances and resolutions.
Supervise and
participate in the administration of the classification and compensation plan,
recruitment and selection, training, affirmative action, employee performance
evaluation, and orientation programs; and administer a system of employee service
records and other Human Resources records.
Administer,
coordinate and supervise a comprehensive employee benefits program including
health and life insurance, worker's compensation and retirement program.
Administer,
coordinate and supervise a comprehensive employee safety program.
Assist in preparing
and recommending revisions and amendments to ordinances and resolutions
relating to Human Resources matters; conduct special studies; and prepare
reports and make recommendations to the City Manager and the Assistant City
Manager.
Assist and
participate in the development, modification and enforcement of Human Resources
policies and procedures.
Make presentations
before the City Council and community organizations.
Advise employees and
department management in matters concerning grievances and participate in the
resolution of employee grievances and appeals.
Review and analyze
reports, legislation, court cases and related Human Resources matters.
Respond to a variety
of citizen inquiries and complaints, some of which may be difficult and
sensitive to resolve.
Participate on boards
and/or commissions as required; and attend and participate in City Council
Meetings, Management Team Staff Meetings, IRT Interface Groups, professional
associates and committees.
Perform related
duties as required.

QUALIFICATIONS
Knowledge
of:
Modern and highly complex principles and practices of public Human Resources administration, including methods and techniques used in recruitment and selection, classification, salary and benefits administration, training and affirmative action, safety and risk management, and employee/labor relations.
Organizational
and management practices as applied to the development, analysis and evaluation
of programs, policies and operational needs of a Human Resources Office.
Principles
and practices of organization, administration program development and Human
Resources management as it relates to a Human Resources Office.
Principles
and practices of budget preparation and administration currently used by the
City of Salisbury.
Principles
and practices of supervision including training, performance evaluation and
discipline currently used by the City of Salisbury.
Types and variety of positions and
job classes common to local government organizations.
Pertinent Federal, State and local
laws, codes and regulations.
Ability
to:
Analyze
problems, identify alternative solutions, project consequences of proposed
actions and implement recommendations in support of goals.
Effectively administer a variety of
activities related to the Human Resources Department.
Deal with conflict and gain
cooperation and consensus through discussion and persuasion.
Select, supervise, train, evaluate and discipline assigned staff.
Prepare, administer and monitor the
department budget.
Respond
effectively to issues and concerns raised by the City Council, City Manager and
citizens.

effective working relationships with the general public, staff, employees and

Prepare and analyze Human Resources
related reports, statements and correspondence.
While performing the
duties of this job, the employee is frequently required to sit and talk or
hear. The employee is occasionally required to walk; use hands to finger,
handle, or feel objects, tools, or controls; and reach with hands and arms.
The employee must
occasionally lift and/or move up to 10 pounds. Specific vision abilities
required by this job include close vision and the ability to adjust focus.
EDUCATION, EXPERIENCE AND TRAINING
Any combination of
education, experience and training that provides evidence of the knowledge,
skills and abilities required to be successful in performing the duties
assigned to the job class.
Education:
A
Bachelor's degree or equivalent from an accredited college or university with a
concentration of course work in Human Resources or business administration,
public administration, or other related field.
Experience:
Five years of
increasingly responsible, professional experience in Human Resources/Human
Resources Management work.
Training:
Evidence of continuing professional development through advanced studies, workshops, seminars and participation in professional organizations.
LICENSE OR CERTIFICATE
Possession of, or
ability to obtain, a Class "C" North Carolina driver's license.
