LAND MANAGEMENT AND DEVELOPMENT
DIRECTOR
DEFINITION
To plan, organize and direct the
activities of the Economic Development Department including Economic
Development, Housing and Community Development programs and Development
Services and Engineering; to coordinate activities with various City
departments, citizens, other governmental units, outside agencies and
organizations, and to provide highly responsible and complex administrative
support to the City Manager and City Council.
SUPERVISION RECEIVED
AND EXERCISED
Receives administrative direction from the
City Manager.
Exercises direct, technical and functional
supervision over professional, technical and clerical staff.
EXAMPLES OF DUTIES - Duties may
include, but are not limited to the following:
Develop, organize, implement and review
department goals and objectives including those City Council goals assigned to
the department by the City Manager; approve new or modified programs, systems,
policies and procedures.
Coordinate activities with various City
Departments, citizens, other governmental units, outside agencies and
organizations. Direct oversee and
participate in the development and scheduling of the Department's work plan;
assign and coordinate work activities, projects and programs; monitor work
flow; review and evaluate completed work, methods and procedures.
Direct, oversee and participate in the
development of the Department's work plan; assign work activities, projects and
programs; monitor work flow; review and evaluate work products, methods and
procedures for housing, Community and Economic Development programs, Community
Appearance, Development Services and Engineering.
Supervise and participate in the
development, adoption and administration of the Economic Development
Department's annual budget; approve and monitor expenditures authorized in the
annual budget for staffing, equipment, materials and supplies; implement
requests for modifications to the approved budget in conjunction with the Finance
Director.
Recommend appointments of, train, motivate
and evaluate staff; establish and monitor employee performance objectives;
prepare and present employee performance reviews; provide or coordinate staff
training; work with employees to correct deficiencies; implement discipline
procedures; recommend employee terminations; approve time cards and expense
reports.

Supervise and participate in the
preparation of grant applications and proposals; supervise the preparation of
grant amendments and special projects and activities related to the acquisition
of Community and Economic Development funding.
Review all contracts, activities and
projects funded by grant monies; interpret grant regulations and ensure
Departmental and program compliance with grant, Federal and State regulations.
Provide staff assistance to the City
Manager and City Council. Prepare and
present staff reports and other correspondence, as needed.
Review all activities and decisions of the
Planning Board, Zoning Board of Adjustment, Appearance Commission, Tree Board
and Historic District Commission.
Respond to a variety of citizen inquiries
and complaints, some of which may be difficult and sensitive to resolve.
Participate on boards and/or commissions
as required; attend and participate in City Council Meetings, Management Team
Staff Meetings, IRT Interface Groups, professional associations and committees.
Perform related duties as required.
Knowledge
of:
Organizational and
management practices as applied to the development, analysis and evaluation of
programs, policies and operational needs of an Economic Development Department.
Methods and
techniques of an effective grant application and proposal, preparation,
presentation and administration.
Principles and
practices of organizational, administration program development and personnel
management as it relates to an Economic Development Department.
Principles and
practices of budget preparation and administration currently used by the City
of Salisbury.
Principles and
practices of supervision including training, performance evaluation and
discipline currently used by the City of Salisbury.

Pertinent Federal,
State and local laws, codes and regulations related to community and economic
development programs, development services and engineering.
Ability
to:
Analyze problems,
identify alternative solutions, project consequences of proposed actions and
implement recommendations in support of goals.
Effective
administer a variety of activities related to the Economic Development
Department.
Gain
cooperation and consensus through discussion and persuasion.
Select,
supervise, train, evaluate and discipline assigned staff.
Prepare,
administer and monitor the department budget.
Respond effectively
to issues and concerns raised by the City Council, City Manager and citizens.
Ensure department and
program compliance with Federal, State and local policies, procedures, laws and
regulations.
Establish and
maintain effective working relationships with the general public, area
developers, other governmental agencies, staff, members or boards and
commissions and public officials.
Communicate
effectively, both orally and in writing.
Work is performed mostly in office settings. Some outdoor work is
required in the inspection of various land use developments and construction
sites. Hand-eye coordination is necessary to operate computers and various
pieces of office equipment.
While performing the duties of this job, the employee is frequently
required to talk or hear; sit; use hands to finger, handle, feel or operate
objects, tools, or controls; and reach with hands and arms. The employee is
occasionally required to stand or walk.
The employee must occasionally lift and/or move up to 10 pounds.
Specific vision abilities required by this job include close vision,
distance vision, peripheral vision, depth perception, and the ability to adjust
focus.

Any combination of education, experience
and training that provides evidence of the knowledge, skills and abilities
required to be successful in performing the duties assigned to the job class.
Education:
A Master's degree or
equivalent from an accredited college or university with a concentration of
course work in public administration, planning or other related field.
Experience:
Seven years of
increasingly responsible, professional experience in the administration of
community and economic development programs, development services and personnel
management that includes three to four
years of supervisory responsibility.
Training:
Evidence of
continuing professional development through advanced studies, workshops,
seminars and participation in professional organizations.
Possession of, or ability to obtain, a
Class "C" North Carolina driver's license.
