MINIMUM HOUSING/INSPECTION SPECIALIST

 

DEFINITION

 

To perform inspections of residential and business occupancies within the City and its extraterritorial jurisdiction area, to ensure compliance with minimum code; to perform tasks related to the enforcement of all facets of the Housing Ordinance; and to interpret and advise the general public on housing issues.

 

SUPERVISION RECEIVED AND EXERCISED

 

Receives general supervision from the Fire/Housing/Inspection Specialist.

 

Exercises no supervision.

 

EXAMPLES OF DUTIES

 

Duties may include, but are not limited to the following:

 

Perform site inspections in securing compliance with the Minimum Housing Ordinance, and assist the legal staff in bringing formal action against property owners for non-compliance.

 

Interpret and advise the general public on the requirements of the Minimum Housing Ordinance.

 

Receive housing-related complaints, investigate problems, and proceed with appropriate legal procedures for resolution.

 

Complete inspections of work in progress to ensure compliance with contract; re-inspect as necessary.

 

Work with contractors with regard to demolition and moving projects, and administer all phases of the program.

 

Assist other local agencies and other City departments, including the Police and Public Services Departments, with inspections of other related areas of property maintenance as required.

 

Assist in the enforcement of City housing laws and regulations.

 

Maintain necessary records and reports on inspections.

 

Assume the duties of the Fire/Housing/Inspection Specialist relative to code enforcement and related tasks, as needed.

 

Maintain accurate, complete minimum housing records and files.

Prepare letters, memoranda, and violation orders to be sent to tenants, landlords and the general public.

 

Assist in submission of housing ordinance amendments to the Neighborhood Task Force.

 

Participate as a member of the Neighborhood Task Force.

 

Participate in the departmental wellness program.

 

Respond to job callback after working hours and/or on weekends.

 

Perform related duties as assigned.

 

QUALIFICATIONS

 

            Knowledge of:

 

Minimum Housing Ordinance requirements and the methods and techniques of housing administration and enforcement.

 

City street system and addressing system.

 

Pertinent Federal, State and local housing laws, codes and guidelines concerning inspections and the relocation and rehabilitation programs.

 

            Radio communication procedures.

 

            Basic office procedures; office and computer equipment.

 

English usage, spelling, grammar and punctuation.

 

            Ability to:

 

Interpret and apply applicable Federal, State and local housing laws, codes and regulations.

 

Detect violations of the City Minimum Housing Ordinance.

 

Coordinate and administer effectively the various processes and inspection requirements of the job.

Read maps and locate properties.

 

Communicate clearly and concisely, both orally and in writing.

 

Gather, compile and document information for reports, and information necessary for presentations before boards and Council. 

 

Make presentations to City Council regarding housing concerns/code violations.

 

Establish and maintain effective working relations with the public, building owners, contractors and other employees; work effectively with diverse groups.

 

Maintain physical condition as required.

PHYSICAL REQUIREMENTS

 

While performing the duties of this job, the employee is occasionally required to stand; walk; use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl; talk or hear.

 

The employee must occasionally lift and/or move up to 10 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

 

EXPERIENCE AND TRAINING GUIDELINES

 

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

 

            Experience:

 

Considerable experience in the building trades and contracting field; or an equivalent combination of training and experience.

 

Two years of responsible code enforcement/minimum housing experience is desired.

 

Training:

 

Equivalent to completion of the twelfth grade.  Additional specialized training in code enforcement or a related field is desirable.

 

LICENSE OR CERTIFICATE

 

Possession of, or ability to obtain, and appropriate and valid North Carolina Class C Driver’s License.

Possession of, or ability to obtain the appropriate inspection certifications/licenses as necessary.

 

Possession of residential telephone service required.
