PARKS AND RECREATION DIRECTOR

 

DEFINITION

 

To plan, direct and review the activities and operations of the Parks and Recreation Department including the administration of recreation programs and the maintenance of City park areas; to coordinate activities with various City Departments, citizens, other governmental units, outside agencies and organizations; and to provide highly responsible, complex administrative support to the City Manager and City Council.

 

SUPERVISION RECEIVED AND EXERCISED

 

Receives administrative direction from the City Manager.

 

Exercises direct, technical and functional supervision over professional, technical and clerical staff.

 

EXAMPLES OF DUTIES - Duties may include, but are not limited to, the following:

 

Develop, organize, implement and review department goals and objectives including those City Council goals assigned to department by the City Manager.

 

Coordinate activities with various City departments, citizens, other governmental units, outside agencies and organizations; direct, oversee and participate in the development and scheduling of the department's work plan; assign and coordinate work activities, projects and programs; monitor work flow; and review and evaluate completed work, methods and procedures.

 

Supervise and participate in the development and administration of the Parks and Recreation Department's budget; direct and forecast of additional funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; and implement requests for modifications to the approved budget in conjunction with the Finance Department.

 

Plan, direct and review, through assigned personnel, all recreation centers and associated activities, athletic programs, the Civic Center, swimming pool activities and special community events.

 

Initiate needed personnel transactions including recruitment, selection, classification, compensation, evaluation, promotion, disciplining and termination of employees in conjunction with the Personnel Office; and approve time cards and expense reports.

 

Coordinate department activities with those of other departments and outside agencies and organizations; provide staff assistance to the City Manager; and prepare and present staff reports and other necessary correspondence.

Plan, direct and review, through subordinate personnel, all parks maintenance functions including grounds and facilities maintenance and the design of park developments.

 

Serve as technical advisor to the Parks and Recreation Board on Parks and Recreation matters; and develop comprehensive recommendations, memos and reports.

 

Respond to a variety of citizen inquiries and complaints, some of which may be difficult and sensitive to resolve.

 

Represent the Parks and Recreation Department on boards and committees; and participate in professional groups and organizations.

 

Determine need for new and additional Parks and Recreation equipment, facilities, staffing and materials.

 

Perform related duties as assigned.

 

QUALIFICATIONS

 

            Knowledge of:

 

Organizational and management practices as applied to the development, analysis and evaluation of programs, policies and operational needs of a Parks and Recreation Department.

 

Current principles and practices of management, program administration and development and personnel management as it relates to Parks and Recreation.

 

Principles and practices of budget preparation and administration currently used by the City of Salisbury.

 

Principles and practices of supervision including training, performance evaluation and discipline currently used by the City of Salisbury.

 

Pertinent Federal, State and local laws, codes and regulations related to Parks and Recreation.

            Ability to:

 

Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.

 

Effectively administer a variety of activities related to the Parks and Recreation Department.

           

            Gain cooperation and consensus through discussion and persuasion.

 

            Select, supervise, train, evaluate and discipline assigned staff.

 

            Prepare, administer and monitor the department budget.

 

Respond effectively to issues and concerns raised by the City Council, City Manager and citizens.

 

            Interpret and apply Federal, State and local policies, procedures, laws and regulations related to Parks and Recreation.

 

             Communicate clearly and concisely, both orally and in writing.

 

Establish and maintain effective working relationships with those contacted in the course of work.

 

 

PHYSICAL REQUIREMENTS

 

While performing the duties of this job, the employee is frequently required to walk, sit and talk or hear. The employee is occasionally required to use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to climb or balance; stoop, kneel, crouch, or crawl.

 

The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

 

EDUCATION, EXPERIENCE AND TRAINING

 

Any combination of education, experience and training that provides evidence of the knowledge, skills and abilities required to be successful in performing the duties assigned to the job class.

            Education:

 

A Bachelor's degree or equivalent from an accredited college or university with a concentration of course work in parks and recreation, administration, public administration or other related field.

 

            Experience:

 

Five years of increasingly responsible, professional experience in parks and recreation work that includes two years of administrative and supervisory responsibility.

 

            Training:

 

Evidence of continuing professional development through advanced studies, workshops, seminars and participation in professional organizations.

 

LICENSE OR CERTIFICATE

 

Possession of, or ability to obtain, a valid Class "C" North Carolina driver's license.
