          POLICE OFFICER - I/II/MASTER

 

DEFINITION

 

To perform duties involved in crime prevention and the enforcement of State and local laws; to patrol an assigned area; to protect and serve the community with assistance and information; to offer a deterrent to criminal activities; and to perform investigative work and other technical law enforcement duties.

 

DISTINGUISHING CHARACTERISTICS

 

Police Officer I - This is the entry level class within the Police Officer series.  Positions at this level typically perform similar duties as the Police Officer II and Master Police Officer, but are not expected to perform with the same independence and judgement on matters related to established procedures and methods.  This class is typically used as a training class in that positions may have only limited related work experience.

 

Police Officer II - This is the intermediate level class in the Police Officer series.  Positions at this level are flexibly staffed and are normally filled by advancement from level I, or when filled from the outside, require prior experience equivalent to eighteen months as a State certified police officer.  Appointment to level II requires that the employee successfully complete and pass a standardized written examination.

 

Master Police Officer - This is the journey level class within the Police Officer series.  Positions at this level are flexibly staffed and are normally filled by advancement from the level II, or when filled from the outside, require prior experience equivalent to thirty-six months as a State certified police officer.  Appointment to the Master Police Officer level requires that the employee be performing the full range of duties as assigned independently, and meet all the qualification standards for the class.  The Master Police Officer is distinguished from other classes within the series in that incumbents at the Master level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit.

 

SUPERVISION RECEIVED AND EXERCISED

 

Police Officer I:

 

Receives immediate supervision from assigned management and supervisory staff and may receive technical supervision from Police Officer II and Master Police Officer.

Police Officer II:

 

Receives general supervision from Police Sergeant and may receive technical supervision from Master Police Officer.

 

May exercise technical supervision over less experienced Police Officers.

 

Master Police Officer:

 

Receives general supervision from Police Sergeant.

 

May exercise technical supervision over less experienced Police Officers.

 

EXAMPLES OF DUTIES - Duties may include, but are not limited to, the following:

 

When Assigned to Patrol:

 

Patrol designated zone in an assigned vehicle and/or on foot to deter criminal acts.

 

Enforce all, State and local laws pertaining to criminal, civil and traffic offenses and ensure the health, safety and welfare of the public.

 

Make arrests, as necessary; search and transport prisoners; and prepare arrest reports.

 

Assist the general public when services not directly related to law enforcement such as:  education on crime prevention; provision of general information; assistance with auto/home lockouts; general complaints and stranded motorists; and escort services for banks, funerals and other businesses.

 

Write clear, concise reports in order to ensure legal procedures are followed, court testimony is complete and accurate, and evidence is collected and maintained with exact details.

 

Perform basic maintenance of all issued equipment.

 

Respond to job call back after working hours and/or on weekends.

 

Perform related duties as assigned.

When Assigned to Investigation:

 

Investigate all types of criminal activities such as:  persons/property crimes, involving vice, gambling or narcotics.

 

Collect, record and preserve evidence at crime scenes.  This could include such items as fingerprints, photographs, sketches, or other materials related to a criminal investigation.

 

Remain informed of all new crime reports, current developments and other case activities.

 

Write clear, concise reports to ensure legal procedures are followed, court testimony is complete and accurate, and evidence is collected and maintained with exact details.

 

Interview victims, suspects, witnesses and informants.

 

Make arrests as necessary; search and transport prisoners; and prepare arrest reports.

 

Perform basic maintenance of all issued equipment.

 

Respond to job call back after working hours and/or on weekends.

 

Perform related duties as assigned.

 

QUALIFICATIONS

 

Police Officer I:

 

            Knowledge of:

 

            Basic Federal, State and local laws including that of procedural arrest, search and seizure.

 

            Methods and techniques of patrolling a designated area in an             efficient, effective manner.

 

Principles, practices and procedures of locating, reporting and approaching suspicious activities.

 

            Basic report preparation and writing techniques.

 

            Principles of working under limited supervision and making quick sound decisions.

            Methods and techniques of dealing with people under stressful situations.

 

            Basic geographical layout of the City.

 

            Ability to:

 

            Interpret and apply Federal, State and local laws, rules, regulations and policies.

 

Establish and maintain cooperative working relationships with those contacted in the course of work.

 

            Communicate clearly and concisely, both orally and in writing.

 

            Maintain good health and physical strength.

 

            Operate and maintain all issued equipment in a proficient manner.

 

            Respond to job call back after working hours and/or on weekends.

 

PHYSICAL REQUIREMENTS

 

Must be able to physically perform the basic life operational functions of standing, walking, hearing, kneeling, reaching, feeling, grasping, pushing, pulling, bending, climbing, crawling, fingering, and performing repetitive motions.

           

Must be able to perform medium work exerting up to 50 pounds of force occasionally: 20 pounds frequently: and 10 pounds constantly.

           

Must posses the visual acuity to operate a police vehicle and distinguish details and differences when observing people, places, or things on patrol.

 

EDUCATION, EXPERIENCE AND TRAINING

 

Any combination of education, experience and training that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

 

            Education:

 

            Equivalent to the completion of the twelfth grade.

            Training:

 

            Additional specialized training in law enforcement or a related field is desirable.

 

LICENSE OR CERTIFICATE

 

Possession of, or ability to obtain, an appropriate and valid North Carolina driver's license.

 

Possession of, or ability to obtain certification awarded by the North Carolina Criminal Justice Education and Training Standards Commission.

 

Possession of residential telephone service required.

 

Police Officer II:

 

In addition to the qualifications for Police Officer I:

 

            Knowledge of:

 

            Detailed Federal, State and local laws and ordinances.

 

            Methods and techniques of collecting, recording and preserving evidence.

 

            Operational characteristics and application of specialized police equipment and procedures.

 

            Principles of training and/or supervision of less experienced officers.

 

            Ability to:

 

            Gain cooperation through dealing courteously, tactfully and firmly with the public.

 

            Identify and assist in resolving problems.

 

            Apply good judgement during emergencies or stressful situations.

Principles, practices and procedures of the full spectrum of police work with a high degree of skill gained through experience and education.

 

            Methods and techniques of quality arrests that are consistent with complex crime or accident occurrences.

 

            Principles of supervision, training and performance evaluation of less experience offices.

 

            Ability to:

 

            Supervise, train and evaluate less experienced officers.

 

Establish and maintain an effective working relationship with the District Attorney's office and other elements of the Criminal Justice System.

 

            Exercise sound judgement and discretion in the performance of duties.

 

            Organize and plan daily activities.

 

            Respond to job call back after working hors and/or on weekends.

Equivalent to the completion of the twelfth grade.  Equivalent to an Associate Arts degree, from an accredited college, in Criminal Justice is preferred.

 

            Experience:

 

            Three years as a certified Law Enforcement Officer.

 

            Training:

 

            Additional specialized training in law enforcement or a related filed is desirable.

 

LICENSE OR CERTIFICATE

 

Possession of, or ability to obtain, an appropriate and valid North Carolina driver's license.

 

Possession of, or ability to obtain, an Intermediate Law Enforcement Certificate awarded by the N.C. Criminal Justice Education and Training Standards Commission.
