Administrative Services Manager FLSA Status: Exempt
General Definition of Work
Performs
difficult administrative work planning, overseeing, supervising and
participating in central service functions of the utilities division, preparing
and maintaining appropriate records and files, and related work as apparent or
assigned. Work is performed under the
general direction of the Utilities Director.
Continuous supervision is exercised over assigned personnel.

Essential Functions
Performs
duties in accordance with the City's keys to excellent customer service;
encourages and promotes a culture of excellent customer service.
Coordinates
administrative activities with, and provides assistance to other divisions
within the department as needed.
Acts
as departmental liaison to the Human Resources Department; initiates, conducts,
reviews and coordinates needed personnel transactions; prepares forms and
coordinates activities with Human Resources.
Coordinates
facility maintenance matters with City Facilities Manager; provides
administrative supervision to departmental facility supervisor.
Supervises
the Senior Office Assistant; plans, directs and reviews work as assigned.
Serves
as a client-community representative for the department; attends meetings and
responds to concerns as needed.
Coordinates
and oversees facility access, scheduling and maintenance needs for utilities
administration.
Prepares,
reviews and updates department policies and procedures under the general
direction of department management.
Prepares
and oversees vehicle replacement and uniform plans.
Prepares
City Council agenda items and supporting materials.
Maintains
and updates City Council and departmental goals.
Knowledge, Skills and Abilities
Thorough
knowledge of organizational and management practices as applied to the
development of water/sewer utility programs, policies and procedures; thorough
knowledge of policies, procedures, goals and objectives of the department;
thorough knowledge of pertinent federal, state, and local laws, codes and
regulations related to water/sewer utility; ability to conduct detailed
analytical evaluations and studies, ability to prepare related reports and
recommendations; ability to communicate effectively, both orally or in writing;
ability to establish and maintain effective working relationships with
governmental officials, supervisors, associates and the general public.
Education and Experience
Bachelor's
degree with coursework in business, or related field and considerable
experience in water/sewer utility operations including some supervisory
experience, or equivalent combination of education and experience.
Physical Requirements
This work
requires the occasional exertion of up to 10 pounds of force; work regularly
requires sitting and speaking or hearing and occasionally requires standing and
walking; work has standard vision requirements; vocal communication is required
for expressing or exchanging ideas by means of the spoken word; hearing is
required to perceive information at normal spoken word levels; work requires
preparing and analyzing written or computer data; work occasionally requires
exposure to outdoor weather conditions; work is generally in a moderately noisy
location (e.g. business office, light traffic).
