Assistant Systems Maintenance Manager                  FLSA Status:  Exempt

General Definition of Work

Performs difficult administrative work assisting the Utilities Systems Manager in administrative and operational duties, overseeing construction maintenance and repair of the water distribution and wastewater collection system, overseeing meter reading and maintenance division, maintaining records and files, preparing reports, and related work as apparent or assigned.  Work is performed under the general direction of the Utilities Systems Manager.  Divisional supervision is exercised over all personnel within the division.

Essential Functions

Performs duties in accordance with the City's keys to excellent customer service; acts as a team or group leader in the implementation of adopted City outcomes and goals

Organizes, schedules, assigns, supervises, and coordinates underground excavation, construction, maintenance and repair of distribution and wastewater collection systems.

Organizes, schedules, assigns, supervises and coordinates meter readings, meter maintenance and backflow prevention

Answers questions and provides information to the public; investigates complaints and takes corrective action as necessary.

Assists in preparing the division's annual budget; approves and monitors expenditures authorized in the budget.

Initiates, conducts, reviews, and coordinates needed personnel transactions including recruitment, selection, classification, compensation, evaluation, promotion, transfer, discipline, and termination in conjunction with SRU Management.

Assists in the development and implementation of goals, policies and procedures for the division in conjunction with SRU Management directives.

Maintains and ensures compliance with state and federal guidelines for water quality, distribution and collection systems.

Maintains water quality to state and federal guidelines; maintains distribution and collection systems in accordance with all regional, state and federal guidelines.

Confers with engineers, contractors, general public, other utilities and city staff regarding projects and problems.

 

Knowledge, Skills and Abilities

Thorough knowledge of water/wastewater program  and operations; thorough knowledge of modern public utilities construction, repair and maintenance methods; general knowledge of the use of construction and maintenance machinery; ability to plan, organize and supervise the work of division employees; ability to establish and maintain effective working relationships with associates, consultants, engineers, elected officials and the general public.

 

Education and Experience

High school diploma or GED and extensive experience in water/wastewater construction management, or equivalent combination of education and experience.

 

Physical Requirements

This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting and speaking or hearing and occasionally requires standing and walking; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data; work frequently requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

 

Special Requirements

Possession of Grade III Collections and Grade B Distribution certifications preferred.

Valid commercial driver's license in the State of North Carolina.
