Assistant Systems Manager - Administration FLSA Status: Non-Exempt
General Definition of Work
Performs
intermediate skilled administrative support work providing administrative
assistance and support to the department, managing inventory and supplies,
preparing invoices and billings, typing purchase orders and restocking of
inventory requests, preparing quotes for installation, participating in the
preparation and maintenance of files and records, preparing reports, and
related work as apparent or assigned.
Work is performed under the moderate supervision of the Utilities
Systems Manager.

Essential Functions
Performs
duties in accordance with the City's keys to excellent customer service.
Orders,
receives, stocks, issues and maintains inventory of supplies and equipment in
orderly and systematic arrangement; orders, buys and replaces tools and
equipment; ships equipment out for repair; resolves defective materials
problems.
Prepares
invoices for materials and bulk water permits.
Solicits
and evaluates bids from sales representatives and vendors for project materials
and special equipment purchases; reviews and awards bids; prepares purchase
orders.
Requests
and evaluates new products for compliance with the City's standards for
materials and workmanship.
Prepares
drawings and quotes for various meter installations; coordinates delivery of
meter vaults to job sites.
Ensures
compliance with safety policies and procedures for the department; tests safety
measures and controls to confirm proper
function.
Meets
with Engineering Department personnel to provide input and resolve utility
issues; reviews and approves/disapproves utility construction plans.
Provides
forklift training to new employees; inspects and maintains forklift.
Conducts
inspections of fire extinguishers; oversees annual inspection by vendor;
conducts testing of eye wash stations.
Operates
respirator fit testing equipment for employees; provides employees orientation
and issues safety equipment.
Coordinates
uniform rental contract and ordering process.
Collects
and submits documentation for employee renewal certifications; locates classes
required for employee certification.
Monitors
the use of department equipment, including hydrant meter devices loaned out to
contractors.
Performs
general clerical duties; answers telephone; receives and responds to inquiries;
forwards callers to appropriate party for disposition.
Knowledge, Skills and Abilities
Thorough
knowledge of business methods, markets and purchasing practices; general
knowledge of the laws relating to public purchasing; ability to write clear and
concise specifications; general knowledge of various grades and qualities of a
variety of materials, supplies and equipment used by the Water and Sewer
Department; thorough knowledge of standard office procedures, practices and
equipment; ability to plan, organize and review the work of office staff in
performing varied procurement functions; ability to express ideas clearly and
concisely, orally and in writing; ability to establish and maintain effective
working relationships with division managers, vendors, consultants,
contractors, associates and the general public.
Education and Experience
High school
diploma or GED and moderate experience in inventory management, or equivalent
combination of education and experience.
Physical Requirements
This work
requires the occasional exertion of up to 10 pounds of force; work regularly
requires sitting and speaking or hearing and occasionally requires standing and
walking; work has standard vision requirements; vocal communication is required
for expressing or exchanging ideas by means of the spoken word; hearing is
required to perceive information at normal spoken word levels; work requires
preparing and analyzing written or computer data; work occasionally requires
exposure to outdoor weather conditions; work is generally in a moderately noisy
location (e.g. business office, light traffic).
