General Definition of Work
Performs
intermediate skilled technical work overseeing water and sewer construction
projects and repair work, maintaining files and records, prepares reports for
State and Federal regulatory organizations, making sure daily goals are met for
the department, and related work as apparent or assigned. Work is performed under the limited
supervision of the Utilities Systems Manager.
Divisional supervision is exercised over all personnel within the
division.

Essential Functions
Performs
duties in accordance with the City's keys to excellent customer service; acts
as a team or group leader in the implementation of adopted City outcomes and
goals
Plans,
prioritizes and directs the installation and maintenance of water and sewer
lines; assigns daily duties to crews; monitors and oversees the work performed
by contractors or outside agencies.
Assigns,
directs, inspects and evaluates the performance of assigned personnel; coaches,
counsels and disciplines staff.
Identifies
the location of water and/or sewer lines to perform work projects through
interpretation of maps or drawings.
Works
with contractors to get job set up; oversees and participates in the
construction, maintenance and repair of water mains, hydrants, and related
water services.
Assists
with sewer line back up repair and associated clean up.
Provides
or coordinates technician training including formal training, on the job
training, and feedback through performance reviews and disciplinary actions.
Ensures
compliance with safety policies, procedures, and applicable codes.
Assists
with the development, implementation and review division goals and objectives.
Answers
questions and provides information to the public; investigates complaints and
take corrective action as necessary.
Knowledge, Skills and Abilities
Thorough
knowledge of water/wastewater program
and operations; thorough knowledge of modern construction, repair and
maintenance methods; general knowledge of the use of construction and
maintenance machinery; ability to plan, organize and supervise the work of
department employees; skill in the operation of a variety of construction
equipment; ability to establish and maintain effective working relationships
with associates, engineers, contractors and the general public.
Education and Experience
High school
diploma or GED and considerable experience in water/wastewater treatment
including some plant maintenance and supervisory experience, or equivalent
combination of education and experience.
Physical Requirements
This work
requires the regular exertion of up to 10 pounds of force, frequent exertion of
up to 25 pounds of force and occasional exertion of up to 50 pounds of force;
work regularly requires sitting and speaking or hearing, frequently requires
using hands to finger, handle or feel and reaching with hands and arms and
occasionally requires standing, walking, climbing or balancing, stooping,
kneeling, crouching or crawling, pushing or pulling and lifting; work has
standard vision requirements; vocal communication is required for expressing or
exchanging ideas by means of the spoken word; hearing is required to perceive
information at normal spoken word levels; work requires preparing and analyzing
written or computer data, operating machines, operating motor vehicles or
equipment and observing general surroundings and activities; work frequently
requires exposure to outdoor weather conditions and occasionally requires
working near moving mechanical parts and exposure to vibration; work is
generally in a moderately noisy location (e.g. business office, light traffic).
Special Requirements
Possession of
Grade III Collection and Grade A Distribution certifications.
Valid driver's
license in the State of
