Budget and Performance Management Manager         FLSA Status:  Exempt

General Definition of Work

Performs difficult professional work planning and coordinating all functions associated with preparing the annual budget, assisting with budget monitoring and expenditure reviews, managing the City's debt program, creating and maintaining budget spreadsheets, records and files, and related work as apparent or assigned.  Work involves setting policies and goals under the direction of the Management Services Director.  Divisional supervision is exercised over all personnel within the division.

Essential Functions

Performs duties in accordance with the City's keys to excellent customer service; acts as a team or group leader in the implementation of adopted City outcomes and goals.

Directs, manages and coordinates all functions relating to the annual budget preparation, including developing the budget calendar, making recommendations, projecting expenditures and revenues, ensure approved budget conforms with state and federal regulations concerning budgeting.

Manages budgetary oversight throughout the fiscal year.

Prepares the five-year general fund revenue and expenditure report based on service levels.

Manages debt for all funds; coordinates the various functions for debt issuance and projections of future debt needs based on projected capital expenditures.

Directs and oversees short and long-term fiscal planning.

Participates, assists and makes recommendations in the recruitment and selection of assigned staff; assigns, directs, trains, inspects and evaluates the performance of division staff; participates and recommends transfers, promotions, demotions, suspensions and terminations; coaches, counsels and disciplines staff; develops staff schedules.

Coordinates and conducts management analysis projects, including developing scopes of work.

Manages and coordinates the City's capital improvement plan.

Develops recommendations for improving policies, procedures and systems of operations.

Manages the City's performance measurement program including overseeing the North Carolina Performance Measurement Project.

Prepares trend monitoring analysis.

 

Knowledge, Skills and Abilities

Thorough knowledge of the functions and operations of city organizations; thorough knowledge of the theories, principles, practices and techniques of municipal accounting, finance and budgeting; thorough knowledge of the state laws and local ordinances applicable to budget preparation approval and administration; thorough knowledge of research techniques, methods and procedures; ability to analyze and develop budget estimates; ability to conduct detailed research and prepare reports and findings; ability to communicate ideas effectively in both oral and written formats; ability to plan and supervise the work of subordinates; ability to establish and maintain effective working relationships with associates, consultants, other financial professionals, elected officials and the general public.

 

Education and Experience

Bachelor's degree with coursework in accounting, public administration, or related field and extensive experience in budget management and accounting including some supervisory experience, or equivalent combination of education and experience.


 

Physical Requirements

This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting and speaking or hearing and occasionally requires standing and walking; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
