Code Enforcement Officer                             FLSA Status:  Non-Exempt

General Definition of Work

Performs intermediate technical work enforcing minimum housing and various environmental codes and zoning ordinances, inspecting properties, reviewing site plans, issuing zoning permits, responding to complaints concerning zoning violations and issuing citations, preparing and maintaining files and records, and related work as apparent or assigned.  Work is performed under the limited supervision of the Planning and Community Development Director.

Essential Functions

Performs duties in accordance with the City's keys to excellent customer service.

Investigates citizen complaints regarding code violations and nuisances such as illegal dumping, illegal construction or occupancy, tall grass, weeds, dilapidated structures, trash, debris, etc.

Communicates with business and property owners and homeowner associations concerning violations.

Issues warnings, official notices and citations to obtain compliance.

Prepares cases and testifies in court; obtains court orders, tax and property liens to abate violations.

Conducts minimum housing inspections.

Provides information concerning city codes and regulations.

Obtains and oversees nuisance abatement crews; obtains bids for demolition.

Tags vehicles in violation of ordinances; oversees removal of vehicles in violation and notifies owners of location.

Assists with enforcing city zoning laws and regulations; reviews site plans and issues zoning permits.

Performs site inspections to ensure compliance with zoning ordinances; issues citations and certificates of occupancy.

Assists contractors, developers and the general public with questions and complaints; provides information on zoning and code enforcement matters.

Patrols area to ensure construction and development remain in compliance with zoning ordinances.

Prepares correspondence on various enforcement related issues.

 

Knowledge, Skills and Abilities

General knowledge of the minimum housing code, various environmental codes and zoning ordinances; general knowledge of the legal procedures related to the enforcement of ordinances and codes; general knowledge of the city street, address and water and sewer systems;  ability to detect zoning violations; ability to prepare factual reports and present to the appropriate board or commission; ability to communicate effectively, both orally and in writing; ability to enforce ordinances and regulations with firmness, tact and impartiality; ability to establish and maintain effective working relationships with property owners, associates and the general public.

 

Education and Experience

High school diploma or GED and moderate experience in code and zoning enforcement, or equivalent combination of education and experience.

 

Physical Requirements

This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting and speaking or hearing, frequently requires walking and occasionally requires standing; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

 

Special Requirements

Possession of or ability to obtain appropriate minimum housing and zoning enforcement certifications.

Valid driver's license in the State of North Carolina.
