Code Services Manager                                        FLSA Status:  Exempt

General Definition of Work

Performs intermediate professional work organizing, implementing, managing and reviewing the activities of the Code Services Division including nuisance abatement, minimum housing, commercial property maintenance and zoning enforcement, coordinating activities with other divisions, departments, governmental units, outside agencies and organizations, maintaining records, preparing reports, and related work as apparent or assigned.  Work is performed under the limited supervision of the Planning and Community Development Director.  Divisional supervision is exercised over all personnel within the division.

Essential Functions

Performs duties in accordance with the City's keys to excellent customer service; acts as a team or group leader in the implementation of adopted City outcomes and goals

Develops, implements and reviews division policies, procedures, goals and objectives including those assigned by the City Council, the City Manager and department heads.

Coordinates division activities with other city departments and outside agencies.

Directs, oversees, and participates in developing a goal-oriented division work plan; assigns and coordinates work activities, projects and programs; monitors work flow; reviews and evaluates completed work, methods and procedures.

Prepares the division annual budget; approves and monitors expenditures authorized in the annual budget.

Provides or coordinates staff training.

Initiates, conducts, reviews and coordinates needed personnel transactions including recruitment, selection, classification, compensation, evaluation, promotion, transfer, discipline and termination.

Provides staff assistance to the Planning and Community Development Director and the City Manager; participates on boards and commissions as required.

Responds to various citizen inquiries and complaints some of which may be difficult and sensitive to resolve.

Supervises the investigation and enforcement of local and state codes; ensures efficient and effective accomplishment of division objectives.

Analyzes, evaluates, and interprets complex laws, codes and regulations.

Applies mediation, negotiation, and conflict resolution techniques in resolving controversial or high profile code enforcement cases.

Interprets ordinances related to code services.

Inspects projects for code compliance.

 

Knowledge, Skills and Abilities

Thorough knowledge of the principles, practices and procedures of code enforcement related to minimum housing, nuisance abatement, zoning enforcement and commercial property maintenance; thorough knowledge of budgeting and financial reporting procedures and techniques; thorough knowledge of the principles and practices of supervision, training and personnel management; ability to organize, direct and implement a comprehensive code services program; ability to supervise, train and evaluate staff; ability to communicate effectively, both orally and in writing; ability to establish and maintains effective working relationships with associates, neighborhood and community groups and the general public.


 

Education and Experience

Bachelor's degree with coursework in public administration, political science, urban planning, or related field and moderate experience of an increasingly responsible nature in local government or non-profit experience with related code experience desirable, or equivalent combination of education and experience.

 

Physical Requirements

This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting and speaking or hearing and occasionally requires standing and walking; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

 

Special Requirements

Possession of or ability to obtain a Certified Zoning Officer certification.

Valid driver's license in the State of North Carolina.
