General Definition of Work

Performs intermediate skilled technical work inspecting construction of new water and sewer lines, services and structures to ensure conformity with City standards and regulations, providing assistance to outside agencies working to maintain water and sewer infrastructure, and related work as apparent or assigned.  Work is performed under the general supervision of the Engineer I, II or III and limited supervision of the Engineering Manager.

Essential Functions

Performs duties in accordance with the City's keys to excellent customer service.

Inspects construction for conformity to the City's standards for materials and workmanship and directs corrective action as required.

Assists in the location of public infrastructure.

Uses or coordinates the use of GPS equipment to locate structures and utilities; works with GIS Mapping Technician to incorporate new construction into City's existing mapping database.

Reviews plans and specifications for proposed public infrastructure construction.

Performs follow-up inspections to ensure compliance with City standards and ordinances.

Assists with maintaining and updating GIS maps and record drawings.

Assists with maintaining and updating City Construction Standards Manual.

Answers questions and provides information to the public; investigates complaints and takes corrective action as necessary.

 

Knowledge, Skills and Abilities

General knowledge of modern construction practices and techniques; general knowledge of the techniques and practices of civil engineering work including safety and construction compliance inspection techniques; some knowledge of pertinent federal, state and local laws, codes and regulations, materials and construction specifications; some knowledge of material testing procedures; some knowledge of surveying techniques and practices; some knowledge of organizational and management practices as applied to the management of public infrastructure projects; some knowledge of effective construction inspection and project management practices; some knowledge of and ability to operate computers and associated software including CADD, GIS and MIS Office; ability to understand and interpret plans and specifications; ability to communicate ideas effectively both orally and in writing; ability to perform CADD drafting, surveying, technical engineering office and fieldwork and construction inspection; ability to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals; ability to analyze, interpret, summarize and present technical information and data in an efficient, effective manner; ability to work with consulting engineers and contractors; ability to gain cooperation and consensus through discussion and persuasion; ability to respond effectively to issues and concerns raised by the City Council, City management and citizens; ability to interpret and apply federal, state and local policies, procedures, laws and regulations; ability to establish and maintain effective working relationships with associates, contractors and the general public.

 

Education and Experience

High school diploma or GED and considerable experience of an increasingly responsible nature in public infrastructure maintenance and construction and/or significant prior experience as a general contractor in utility work, or equivalent combination of education and experience.

 


Physical Requirements

This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires sitting and speaking or hearing, frequently requires standing, walking and using hands to finger, handle or feel and occasionally requires lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, using measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions and occasionally requires working near moving mechanical parts and exposure to fumes or airborne particles; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).

Valid driver's license in the State of North Carolina.
