Deputy Fire Chief FLSA
Status: Exempt
General Definition of Work
Performs
intermediate advanced protective services work overseeing daily fire
suppression and emergency medical services activities, coordinating the
operational aspects of the fire and medical services, overseeing the
maintenance of departmental facilities, providing assistance to the Fire Chief,
and related work as apparent or assigned.
Work is performed under the limited supervision of the Fire Chief. Departmental supervision is exercised over
all personnel within the department in the absence of the Fire Chief.

Essential Functions
Performs
duties in accordance with the City's keys to excellent customer service; acts
as a team or group leader in the implementation of adopted City outcomes and
goals.
Organizes,
directs and manages division activities including fire control and emergency
response; manages special operations teams; assists with developing and
implementing policies and procedures related to operations.
Assists
with developing and administering the department budget.
Organizes,
develops and manages in-service training for the department; prepares and
delivers fire training classes to the department and community; coordinates
training activities with other agencies; reviews and monitors department
training records for accuracy.
Manages
the department safety program; investigates accidents, injuries and deaths;
schedules and reviews annual physicals and fit testing.
Monitors
annual testing of apparatus, equipment, self-contained breathing apparatus,
ladder testing, hydrant maintenance, pre-planning, etc.
Prepares
grant applications and administers grants.
Serves
as a departmental public information officer; provides information to the
media; writes articles for local newspapers, in-house newsletter and other fire
publications; designs brochures for various types of information sharing.
Identifies,
develops and oversees special projects including long-range planning, capital
improvements and feasibility studies.
Responds
to fire incidents and other emergencies; develops and reviews fire incident
critiques and after action reports.
Assists
with recruiting and selecting personnel; reviews applications; schedules
agility tests; interviews and makes job offers to potential candidates;
assigns, directs, inspects and evaluates the work of assigned personnel;
recommends rewards, transfers, promotions, suspensions and terminations;
prepares and organizes assessments and assessment teams for promotional
process; coaches, counsels and disciplines staff; develops staff schedules.
Provides
staff assistance and participates on the management team, boards and
committees; attends various meetings.
Prepares,
disseminates and reviews various reports, memoranda, correspondence, etc.
Knowledge, Skills and Abilities
Comprehensive
knowledge of fire service administration and operations; comprehensive
knowledge of modern firefighting and emergency medical services techniques and
equipment; comprehensive knowledge of the geography of the City; comprehensive
knowledge of the laws and regulations relating to the control and prevention of
fires; ability to plan, organize and supervise the work of department
employees; ability to communicate ideas effectively in both oral and written
formats; ability to establish and maintain effective working relationships with
elected officials, associates, vendors, government agency representatives, the
media and the general public.
Education and Experience
Bachelor's
degree with coursework in fire science, or related field and considerable
experience of an increasingly responsible nature in fire control and emergency
response, including considerable supervisory experience, or equivalent
combination of education and experience.
Physical Requirements
This work
requires the frequent exertion of up to 10 pounds of force and occasional
exertion of up to 50 pounds of force; work regularly requires sitting, speaking
or hearing and using hands to finger, handle or feel, frequently requires
reaching with hands and arms and occasionally requires standing, walking,
climbing or balancing, stooping, kneeling, crouching or crawling, tasting or
smelling, pushing or pulling and lifting; work requires close vision, distance
vision, ability to adjust focus, depth perception, color perception, night
vision and peripheral vision; vocal communication is required for expressing or
exchanging ideas by means of the spoken word and conveying detailed or
important instructions to others accurately, loudly or quickly; hearing is
required to perceive information at normal spoken word levels and to receive
detailed information through oral communications and/or to make fine
distinctions in sound; work requires preparing and analyzing written or
computer data, visual inspection involving small defects and/or small parts,
operating machines, operating motor vehicles or equipment and observing general
surroundings and activities; work regularly requires exposure to outdoor
weather conditions, frequently requires exposure to vibration and occasionally
requires wet, humid conditions (non-weather), exposure to fumes or airborne
particles, exposure to toxic or caustic chemicals, exposure to extreme heat
(non-weather) and wearing a self contained breathing apparatus; work is
generally in a loud noise location (e.g. grounds maintenance, heavy traffic).
Special Requirements
Possession of
Firefighter Level II, Instructor II, EMT and Hazmat Technician certifications.
Must meet and
maintain all minimum state and local training and education requirements for
the position.
