Director of Broadband Services                              FLSA Status:  Exempt

General Definition of Work

Performs complex professional work providing staff assistance to the City Manager related to the internal control and management of Salisbury's Fiber Services programs, projects and functions, and related work as apparent or assigned.  Work involves setting policies and goals under the direction of the City Manager.  Departmental supervision is exercised over all personnel within the department.

Essential Functions

Performs duties in accordance with the City's keys to excellent customer service; acts as team or group leader in the implementation of adopted City outcomes and goals.

Develops, organizes, implements, manages and reviews goals and objectives for the utility including those City Council goals assigned  to the fiber services group by City Management.

Coordinates activities with various City Departments, citizens, other governmental units, outside agencies and organizations; directs, oversees and participates in the development and scheduling of the Department's work plan; assigns and coordinates work activities, projects and programs; monitors work flow; reviews and evaluates completed work, methods and procedures.

Manages, supervises, reviews and participates in the preparation, development and evaluation of highly technical studies, reports and analyses related to telecommunication and broadband systems.

Directs and reviews activities designed to forecast revenues, in association with the assigned Finance analyst, Management Services Director, and City Management.

Plans, recommends, coordinates, reviews and approves construction for the fiber plant, including the fiber distribution system, changes and adds to the headend and satellite facilities, and other capital improvement projects.

Ensures that the City is in compliance with all current requirements established by regional, state and federal regulatory agencies; interprets policies and procedures established by such groups.

Approves critical decisions made to resolve emergency conditions resulting from malfunctions of the video, data, voice equipment or loss of fiber plant.

Supervises and participates in the development, adoption and administration of the fiber service's annual budget; monitors expenditures authorized in the annual budget; monitors expenditures authorized in the annual budget for staffing, equipment, materials and supplies; reviews requests for modifications to the approved budget in conjunction with the Finance Manager and Division Managers.

Initiates and/or monitors needed personnel transactions with Division Managers including recruitment, selection, classification, compensation, evaluation, promotion, disciplining and termination of employees in conjunction with the Human Resources Department and in accordance with policies and procedures adopted by the City.

Serves as a member of the City's Management Team; provides staff assistance, information and recommendations to the City Management related to all facets of the fiber services utility; prepares and presents staff reports and other correspondence as needed.

Responds to a variety of citizen inquiries and complaints, some of which may be difficult and sensitive to resolve.

Participates on board and/or commissions as required; attends and participates in City Council Meetings, Management Staff meetings, IRT Interface Groups, professional associations and committees.

 

Knowledge, Skills and Abilities

Comprehensive knowledge of the methods and procedures of operating broadband systems;  thorough knowledge of the federal and state regulations governing broadband transmissions; thorough knowledge of the geography of the City and surrounding area; ability to plan and supervise the work of others; ability to formulate comprehensive operational policies and procedures; ability to understand satellite coordination and positioning; ability to direct the design, installation and maintenance of broadband utility operations; ability to deal courteously with the public; ability to establish and maintain effective working relationships with City officials, associates, governmental agencies, vendors, and the general public.

 

Education and Experience

Bachelor's degree with coursework in electrical engineering, computer science, network management, or related field and extensive experience in network management and administration, or equivalent combination of education and experience.

 

Physical Requirements

This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel and occasionally requires standing and walking; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

 

Special Requirements

Valid driver's license in the State of North Carolina.
