Engineering Manager                                           FLSA Status:  Exempt

General Definition of Work

Performs difficult professional work managing the operations of the Engineering Division and providing highly responsible staff assistance to the department director, coordinating work with other departments and agencies, maintaining records, preparing reports, and related work as apparent or assigned.  Work is performed under the general direction of the department director.  Divisional supervision is exercised over all personnel within the division.

Essential Functions

Performs duties in accordance with the City's keys to excellent customer service; acts as a team or group leader in the implementation of adopted City outcomes and goals.

Organizes, directs and manages division activities including: preparation of plans, specifications and cost estimates; reviews site and engineering plans prepared by consultants for compliance with City standards; conducts site inspections for compliance with City standards.

Prepares requests for proposals, technical reports and contracts as necessary.

Develops, implements and reviews division goals and objectives.

Develops and implements policies and procedures for the division in conjunction with department management.

Prepares the division annual budget; approves and monitors expenditures authorized by the budget;

Initiates, conducts, reviews and coordinates needed personnel transactions including recruitment, selection, classification, compensation, evaluation, promotion, transfer, discipline and termination in conjunction with Human Resources Department.

Answers questions and provides information to the public; investigates complaints and takes corrective action as necessary.

Coordinates public infrastructure projects with other City departments and the public.

Provides excellent customer service to citizens, associates and other individuals encountered during the course of work.

 

Knowledge, Skills and Abilities

Thorough knowledge of organizational and management practices as applied to public infrastructure; thorough knowledge of the principles and practices of supervision, including training, performance evaluation and discipline currently used by the City; thorough knowledge of pertinent federal, state and local laws, codes and regulations; thorough knowledge of project management practices; thorough knowledge of and ability to operate computer and associated engineering software including CADD, GIS and MS Office; thorough knowledge of basic fiscal and budgetary functions; ability to analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals; ability to effectively administer a variety of activities related to public infrastructure; ability to analyze, interpret, summarize and present administrative and technical information and data in an efficient, effective manner; ability to work with consulting engineers and contractors; ability to communicate ideas effectively both orally and in writing; ability to gain cooperation and consensus through discussion and persuasion; ability to select, supervise, train, evaluate and discipline assigned staff; ability to respond effectively to issues and concerns raised by the City Council, City management and citizens; ability to interpret and apply federal, state and local policies, procedures, laws and regulations; ability to establish and maintain effective working relationships with governmental officials, consultants, contractors, associates and the general public.

 


Education and Experience

Bachelor's degree with coursework in civil engineering, or related field and minimal experience in professional engineering work, or equivalent combination of education and experience.

 

Physical Requirements

This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting and speaking or hearing and occasionally requires standing and walking; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data; work frequently requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

 

Special Requirements

Possession of or ability to obtain registration as a Professional Engineer within six months of employment.

Valid driver's license in the State of North Carolina.
