Engineering Technician II FLSA Status: Non-Exempt
General Definition of Work
Performs
difficult skilled technical work preparing engineering drawings, plats and
maps, preparing documents from survey data and legal descriptions, monitoring
infrastructure, preparing cost estimates on public infrastructure projects,
preparing and maintaining computerized records and files on projects and other
matters, and related work as apparent or assigned. Work is performed under the moderate
supervision of a Engineer I, II or III and the limited supervision of the
Engineering Manager.

Essential Functions
Performs
duties in accordance with the City's keys to excellent customer service.
Prepares
accurate and complete engineering plans and CADD drawings in a timely manner
under direction of a Civil Engineer I, II or III.
Reads,
interprets and uses maps, topographic maps and blueprints related to
engineering projects.
Provides
accurate record drawing information for updating mapping database.
Calculates
cost estimates on public infrastructure projects.
Performs
field inspections for compliance with City standards and ordinances.
Operates
field surveying equipment including GPS, data collector, survey prism, level
and leveling rod.
Answers
questions and provides information to consulting engineers, the public and
other City departments and governmental agencies.
Knowledge, Skills and Abilities
General knowledge
of engineering maps and records; general knowledge of the terminology, methods,
practices and techniques of engineering drafting; general knowledge of
pertinent federal, state and local laws, codes and regulations; general
knowledge of organizational and management practices as applied to the
management of public infrastructure projects; general knowledge of effective
construction inspection and project management practices; general knowledge of
and ability to operate computers including associated software such as CADD,
GIS and MS Office; ability to perform CADD drafting, surveying, technical
engineering and field work and construction inspection; ability to make complex
arithmetic calculations; ability to use survey instruments; ability to
understand and work from oral and written instructions and sketches; skill in
freehand and mechanical lettering and in the use of drafting instruments; ability
to analyze problems, identify alternative solutions, project consequences of
proposed actions and implement recommendations in support of goals; ability to
analyze, interpret, summarize and present technical information and data in an
efficient, effective manner; ability to work with consulting engineers and
contractors; ability to communicate ideas effectively both orally and in
writing; ability to gain cooperation and consensus through discussion and
persuasion; ability to respond effectively to issues and concerns raised by the
City Council, City management and citizens; ability to interpret and apply
federal, state and local policies, procedures, laws and regulations; ability to
establish and maintain effective working relationships with associates,
developers, contractors and the general public.
Education and Experience
High school
diploma or GED supplemented by course work in engineering or related field and
moderate increasingly responsible experience in public infrastructure or a
related field, or equivalent combination of education and experience.
Physical Requirements
This work
requires the occasional exertion of up to 10 pounds of force; work regularly
requires sitting and speaking or hearing, frequently requires using hands to
finger, handle or feel and occasionally requires standing, walking and
repetitive motions; work has standard vision requirements; vocal communication
is required for expressing or exchanging ideas by means of the spoken word;
hearing is required to perceive information at normal spoken word levels; work
requires preparing and analyzing written or computer data, operating motor
vehicles or equipment and observing general surroundings and activities; work
frequently requires exposure to outdoor weather conditions and occasionally
requires exposure to fumes or airborne particles and exposure to vibration;
work is generally in a loud noise location (e.g. grounds maintenance, heavy
traffic).
Special Requirements
Possession of or
ability to acquire registration as a Registered Land Surveyor by the North
Carolina Board of Engineers and Land Surveyors desired.
