Engineering and Development Services Director FLSA Status: Exempt
General Definition of Work
Performs complex
professional work planning, directing and developing short and long-range land
management and development activities, services and programs, coordinating and
supervising zoning land use ordinance and code enforcement and activities, providing
staff support to various boards and commissions and the City Council,
coordinating work with the City Manager and department directors, maintaining
records and files, preparing reports, and related work as apparent or
assigned. Work is performed under the
general direction of the City Manager.
Departmental supervision is exercised over all personnel within the
department.

Essential Functions
Performs
duties in accordance with the City's key to excellent customer service; acts as
team or group leader in the implementation of adopted City outcomes and goals.
Develops,
organizes, implements and reviews department goals and objectives including
those city council goals assigned to the department by the City Manager;
approves new or modified programs, systems, policies and procedures.
Coordinates
activities with other departments and governmental units.
Recommends
appointments of, trains, motivates and evaluates staff; establishes and monitors
employee performance objectives; prepares and presents employee performance
reviews; provides or coordinates staff training; works with employees to
correct deficiencies; implements discipline procedures; terminates employees.
Reviews
activities and decisions of the Planning Board, Zoning Board of Adjustment and
Historic Preservation Commission.
Participates in management
team meetings and activities; provides staff assistance to the City Manager and
the City Council.
Supervise and
participates in developing the annual departmental budget; monitors budget
expenditures.
Represents
the department and the City at professional and civic meetings.
Knowledge, Skills and Abilities
Comprehensive
knowledge of the advanced principles and practices of municipal planning and
land development; thorough knowledge of current literature and recent
developments in the field; general knowledge of landscape architecture and
traffic engineering; general knowledge of the principles and practices of civil
engineering as they relate to planning and subdivision design and control;
ability to interpret and analyze technical and statistical information and to
prepare and present technical oral and written reports; ability to establish
and maintain effective working relationships with elected officials,
associates, governmental agency representatives and the general public.
Education and Experience
Bachelor's
degree with coursework in public administration, planning, engineering, GIS or
related field and extensive experience in the administration of planning and
community development programs, development services, engineering and/or
geographic information systems and personnel management, or equivalent
combination of education and experience.
Physical Requirements
This work requires
the occasional exertion of up to 10 pounds of force; work regularly requires
sitting and speaking or hearing and occasionally requires standing and walking;
work has standard vision requirements; vocal communication is required for
expressing or exchanging ideas by means of the spoken word; hearing is required
to perceive information at normal spoken word levels; work requires preparing
and analyzing written or computer data, using measuring devices and observing
general surroundings and activities; work occasionally requires exposure to
outdoor weather conditions; work is generally in a moderately noisy location
(e.g. business office, light traffic).
Special Requirements
Possession of
Professional Engineer and/or Zoning Official certification.
Valid driver's
license in the State of North Carolina.
