Environmental Services Manager                            FLSA Status:  Exempt

General Definition of Work

Performs difficult professional work planning, directing, supervising and evaluating the effectiveness of environmental programs, coordinating work with other officials and department directors, maintaining records and files, preparing reports, and related work as apparent or assigned.  Work is performed under the general direction of the Utilities Director.  Divisional supervision is exercised over all personnel within the division.

Essential Functions

Performs duties in accordance with the City's keys to excellent customer service; acts as a team or group leader in the implementation of adopted City outcomes and goals.

Serves as a compliance officer for department to ensure environmental legislation and rules are met and maintained; works to minimize negative impact of departmental operations on the environment.

Plans, supervises, directs and evaluates the effectiveness of environmental programs; recommends improvements and modifications as needed.

Recruits and selects division personnel; assigns, directs, trains, inspects the work of and evaluates assigned staff; rewards, transfers, promotes, suspends, demotes and terminates personnel; coaches, counsels and disciplines staff; develops staff schedules.

Provides technical assistance and ensures compliance with safety policies and procedures and NPDES permit requirements.

Participates in annual budget preparation for the department; approves and monitors expenditures authorized in the budget.

Answers questions and provides information to the public on environmental issues; investigates complaints and takes corrective action as necessary.

 

Knowledge, Skills and Abilities

Comprehensive knowledge of wastewater treatment plant operations, environmental control programs and regulations; comprehensive knowledge of laboratory techniques, materials and equipment, including those used in standard chemical and biochemical analysis of wastewater; comprehensive knowledge of chemical principles, terminology, techniques, equipment and laboratory tests pertaining to the analysis of wastewater samples; comprehensive knowledge of the processes, pre-treatment and treatment stages involved in wastewater treatment; ability to communicate ideas effectively in both oral and written formats; ability to establish and maintain effective working relationships with regulatory agencies, industrial users, city officials, associates and general public.

 

Education and Experience

Bachelor's degree with coursework in environmental sciences, or related field and considerable experience in a municipal pretreatment program, water/wastewater laboratory, or operation of industrial or municipal treatment processes including moderate supervisory experience, or equivalent combination of education and experience.

 

Physical Requirements

This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting and speaking or hearing, frequently requires using hands to finger, handle or feel and occasionally requires standing and walking; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to outdoor weather conditions and occasionally requires exposure to fumes or airborne particles and exposure to toxic or caustic chemicals; work is generally in a moderately noisy location (e.g. business office, light traffic).

 

Special Requirements

Possession of or ability to obtain appropriate wastewater treatment plant operator, pretreatment, and laboratory analyst certification required by the state of North Carolina.

Valid driver's license in the State of North Carolina.
