Equipment Operator II                                  FLSA Status:  Non-Exempt

General Definition of Work

Performs intermediate semiskilled work operating tractors, mowers, dump truck and other light to heavy motorized equipment, performing general maintenance work, and related work as apparent or assigned.  Work is performed under the moderate supervision of the assigned departmental supervisor.  Limited supervision is exercised over subordinate crew members.

Essential Functions

Performs duties in accordance with the City's keys to excellent customer service; encourages and promotes a culture of excellent customer service.

Operates street sweepers and flushers in the cleaning of streets and sidewalks.

Drives dump trucks in the hauling of gravel, sand, pipe, brush and other materials; operates front-end loader and backhoe for loading trucks with dirt, stone, etc.; picks up sticks, tree limbs, etc.

Drives collection vehicle over a designated route, collecting solid waste containers, depositing the contents into a collection vehicle, and returning containers to the prescribed area.

Operates a leaf machine in the collection of leaves and debris.

Operates various equipment in the construction, maintenance, and repair of streets and sidewalks.

Operates a variety of light to heavy equipment as required.

Assists with snow removal and ice control.

Conducts a daily inspection of tire air pressures, hydraulic pressure, air tanks, hydraulic fluids, transmission fluids, power steering, lights, and other critical parts of a solid waste collection vehicle prior to the execution of the daily tasks; refers defects or needed repairs to supervisor.

Cleans catch basins and storm drains; prepares and sets concrete forms; pours concrete.

Assists with marking street closings; places and removes cones, barricades, and signs for various events.

Makes special collections as assigned.

Maintains radio or other communications with the office to receive and report variances to standard operations.

Observes surrounding conditions such as citizens, equipment, property, etc. in order to ensure that solid waste is collected in a safe manner; regulates traffic in hazardous conditions in order to assure safety conditions for the collection personnel and the general public.

Drives vehicle to sanitary landfill or compost facility and unloads collection vehicle.

Washes collection vehicle on a weekly basis or when necessary.

Maintains a variety of records relating to inspections, maintenance activity, collection activity, etc.

Responds to complaints at the curb; resolves complaints within the scope of authority; explains actions to supervisor.

Performs all duties in conformance to appropriate safety and security standards.

Serves as lead worker; assigns, directs, trains and impacts the work of assigned personnel.

May be required to work outside normal work hours in on-call and emergency situations.

 

Knowledge, Skills and Abilities

General knowledge of the operation of automotive equipment; thorough  knowledge of traffic laws and regulations governing equipment operation; thorough knowledge of safe driving practices and occupational hazards of the work; general knowledge of preventive maintenance requirements for equipment to which assigned; skill in the operation of automotive equipment; ability to understand and follow specific oral instructions; ability to detect signs of the mechanical failure of the automotive equipment; ability to establish and maintain effective working relationships with associates.

 

Education and Experience

High school diploma or GED and moderate experience in operation of medium to heavy automotive equipment, or equivalent combination of education and experience.

 

Physical Requirements

This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel and frequently standing, walking, reaching with hands and arms, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires visual inspection involving small defects and/or small parts, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires working near moving mechanical parts, exposure to outdoor weather conditions and exposure to vibration, frequently requires exposure to fumes or airborne particles and occasionally requires exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment and Bodily Fluids; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).

 

Special Requirements

Valid commercial driver's license in the State of North Carolina.
