Facilities Manager FLSA
Status: Exempt
General Definition of Work
Performs
difficult professional work planning, overseeing and supervising building
maintenance and repair services and staff, coordinating facility operations,
preparing and implementing division budget, preparing and maintaining records
and files, and related work as apparent or assigned. Work is performed under the limited
supervision of the Management Services Director. Divisional supervision is exercised over all
personnel within the division.

Essential Functions
Performs
duties in accordance with the City's keys to excellent customer service; acts
as team or group leader in the implementation of adopted city outcomes and
goals.
Develops
long and short-term operational, capital and management plans for the City's buildings,
grounds and facilities.
Investigates,
analyzes and resolves building maintenance issues, concerns and trends;
identifies and prioritizes maintenance and repair tasks.
Manages
and coordinates design work and contracts for new building and grounds construction
projects and repairs to existing facilities.
Negotiates
and monitors municipal contracts for custodial service, pest control, HVAC
maintenance, elevator preventive maintenance, etc.
Prepares
the division annual budget; approves and monitors expenditures authorized in
the budget.
Participates,
assists and makes recommendations in the recruitment and selection of assigned
staff; assigns, directs, trains, inspects and evaluates the performance of
division staff; participates and recommends transfers, promotions, demotions,
suspensions and terminations; coaches, counsels and disciplines staff; develops
staff schedules.
Reviews
and recommends changes to plans related to construction, renovation or
modification of city owned property.
Meets
with architects, engineers and city personnel in the planning stages of
construction to determine the most efficient and cost effective method of
project completion.
Ensures
compliance with the City's operational and management plans during construction
or building renovations.
Serves
as a knowledgeable resource for facility management issues for contractors,
architects and city personnel in analyzing and resolving problems and concerns
related to current or future buildings or grounds projects.
Evaluates
and recommends modifications to facilities to calculate energy savings in
relation to cost-benefit.
Facilitates
project oversight for compliance with ordinances, purchasing and codes.
Represents
the City on various boards and committees.
May
be required to work outside of normal work hours in on-call and emergency
situations.
Knowledge, Skills and Abilities
Thorough
knowledge of the principles and practices of building construction, maintenance
and repair; thorough knowledge of the methods, materials and equipment used in
repairing and maintaining facilities; thorough knowledge of construction
practices, techniques, materials and equipment; ability to plan, organize,
supervise, and evaluate the work of others; ability to communicate effectively,
both orally and in writing; ability to develop and maintain effective working
relationships with contractors, associates, consultants, engineers, elected
officials and the general public.
Education and Experience
Bachelor's
degree with coursework in mechanical engineering, business administration, or
related field and considerable experience in facilities maintenance and
construction, or equivalent combination of education and experience.
Physical Requirements
This work
requires the occasional exertion of up to 10 pounds of force; work regularly
requires sitting, speaking or hearing and using hands to finger, handle or feel
and occasionally requires standing and walking; work has standard vision
requirements; vocal communication is required for expressing or exchanging
ideas by means of the spoken word; hearing is required to perceive information
at normal spoken word levels; work requires preparing and analyzing written or
computer data and observing general surroundings and activities; work
occasionally requires exposure to outdoor weather conditions; work is generally
in a moderately noisy location (e.g. business office, light traffic).
Special Requirements
Valid driver's
license in the State of
Possession of
General Contractor’s license desirable.
