Finance Manager                                                FLSA Status:  Exempt

General Definition of Work

Performs difficult professional work planning, organizing, implementing and reviewing the activities and operations of the Finance Division, coordinating activities with various city departments, groups and agencies, providing administrative support to the Management Services Director, and related work as apparent or assigned.  Work is performed under the general direction of the Management Services Director.  Divisional supervision is exercised over all personnel within the division.

Essential Functions

Performs duties in accordance with the City's keys to excellent customer service; acts as team or group leader in the implementation of adopted City outcomes and goals.

Plan, organize and direct the financial activities of the City, including accounting, revenue collections, licensing, disbursements, utility billing and cash management and investing.

Supervises and participates in the business office function.

Prepares revenue and expenditure projections; assists departments with budget transfers and budget monitoring.

Manages the City's cash and investments to ensure adequate cash flow for paying bills; pays debt service requirement, electronically and by check requests.

Supervises general ledger to ensure accuracy and completeness of all entries; prepares and approves journal entries.

Performs monthly analysis and reconciliation of property billings and collections.

Prepares the City's Comprehensive Annual Financial Report.

Prepares, distributes and analyzes responses for banking and auditing RFPs.

Plans the audit preparation process and directs staff during the audit procedures.

Reconciles monthly activity for agency funds and prepares appropriate journal entries and check requests.

Reviews check requests and approves payments.

Prepares various monthly and quarterly reports.

Participates, assists and makes recommendations in the recruitment and selection of division personnel; assigns, directs, trains, inspects, and evaluates the work of assigned staff; recommends rewards, transfers, promotions, suspensions, demotions and terminations; coaches, counsels and disciplines staff; develops staff schedule.

 

Knowledge, Skills and Abilities

Thorough knowledge of general laws and administrative policies governing financial practices and procedures; thorough knowledge of the principles and practices of accounting; ability to evaluate financial systems and efficiently install accounting methods, procedures, forms and records; ability to prepare informative financial reports; ability to plan and supervise the work of subordinates; ability to establish and maintain effective working relationships with associates, bank personnel, consultants, auditors, vendors and governmental officials.

 

Education and Experience

Bachelor's degree with coursework in accounting, or related field and considerable experience in accounting, or equivalent combination of education and experience.

 

Physical Requirements

This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting and speaking or hearing and occasionally requires standing and walking; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

 

Special Requirements

Possession of CPA certification upon employment.

Valid driver's license in the State of North Carolina.
