Finance Specialist FLSA

General Definition of Work
Performs
difficult administrative work preparing and processing accounts payable,
accounts receivable, payroll, revenue, budget and other financial records and
files, preparing and managing records systems, and related work as apparent or
assigned. Work is performed under the
limited supervision of the assigned departmental supervisor.

Essential Functions
Performs
duties in accordance with the City's keys to excellent customer service.
Prepares
data for various studies and reports and
for decision-making purposes; conducts research, analysis and prepares
recommendations.
Coordinates
and assists with processing accounts receivable, accounts payable, payroll,
budgetary and other financial data; reconciles invoices with payment vouchers;
prepares bills; performs calculations and posts to statistical and other
records applying knowledge of regulations
Prepares
financial, statistical and project status reports, spreadsheets and papers.
Assist
with preparing the annual operating and capital budgets.
Assures
that assigned areas or responsibility are performed within budget; performs
cost control activities; monitors revenues and expenditures in assigned area to
assure sound fiscal control.
Maintains
information for reports as required.
Receives
and responds to complaints or inquiries relating to department operations
and/or records.
Assists
with monitoring departmental compliance with applicable local, state and
federal regulations.
Assists
with special projects as necessary.
Applies
for and manages various grants.
Prepares
and maintains various filing systems and records.
Researches,
prepares and reviews various technical reports, documents and materials;
prepares and proofreads specialized correspondence for proper format and accuracy.
Assists
with purchasing functions as required.
Maintains
inventory of and orders office supplies.
Receives
and processes incoming and outgoing mail.
Knowledge, Skills and Abilities
Thorough
knowledge of generally accepted governmental accounting procedures; thorough
knowledge of bookkeeping terminology, methods, procedures and equipment;
general knowledge of standard office procedures, practices and equipment;
ability to understand and follow oral and written directions; ability to
perform mathematical computations with speed and accuracy; competent in
computer operations and relevant software programs; ability to establish and
maintain effective working relationships with associates, elected officials,
vendors and the general public.
Education and Experience
Associates/Technical
degree with coursework in accounting, or related field and considerable
experience in finance or accounting work, or equivalent combination of
education and experience.
Physical Requirements
This work
requires the occasional exertion of up to 10 pounds of force; work regularly
requires sitting and speaking or hearing and occasionally requires standing,
walking and repetitive motions; work has standard vision requirements; vocal
communication is required for expressing or exchanging ideas by means of the
spoken word; hearing is required to perceive information at normal spoken word
levels; work requires preparing and analyzing written or computer data and
observing general surroundings and activities; work has no exposure to
environmental conditions; work is generally in a moderately noisy location
(e.g. business office, light traffic).
