Fire Captain/Fire Projects Specialist FLSA Status: Non-Exempt
General Definition of Work
Performs
intermediate administrative work providing support, maintaining records and
reports. planning and coordinating assigned department programs, serving as
department computer system administrator, serving as department communications
officer, and related work as apparent or assigned. Work is performed under the limited
supervision of the Battalion Chief.

Essential Functions
Performs
duties in accordance with the City's keys to excellent customer service.
Manages,
records and files training reports for department personnel.
Maintains
the self contained breathing apparatus fit testing program.
Participates
in the customer service initiative; manages the child passenger safety seat
check program; performs child passenger safety education and seat checks;
assists with the installation of safety seats.
Serves
as a system administrator for department information systems; provides personal
computer user training to department personnel; acts as department liaison
regarding information systems; assists with selecting associated vendors.
Conducts
analysis of departmental activities; documents fire scenes for post-incident
analysis; provides monitoring in reference to population trends, water systems,
city growth, citizen emergency services needs, etc.; prepares, publishes and
presents various reports.
Provides
administrative support services including answering telephone and greeting
visitors; enters department payroll information into system.
Researches
products and services for the department.
Participates
in establishing and attaining department goals.
Maintains
fire hydrant program, fire hydrant inventory and identification numbers and
maps.
Serves
as part of the hazardous materials team; serves as liaison to various agencies,
boards and commissions; attends associated meetings.
Assists
with recruiting and selecting activities including new employee processing;
provides employee benefit assistance.
Participates
in fire suppression and emergency rescue activities; provides fire control and
first respondent medical attention.
Manages
departmental radio and communication hardware and associated hardware; serves
on various fire communication committees.
Serves
as the Fire Captain as needed to include
all technical and physical requirements and certifications; responds to alarms
in any captain level function as needed.
Participates
in continued training and instruction programs by individual study of technical
material and attendance at scheduled drills and classes.
May
be required to work outside normal work hours in on-call or emergency situations.
Knowledge, Skills and Abilities
Thorough
knowledge of departmental functions, organization and policies; thorough
knowledge of business English and spelling; thorough knowledge of the
functions, methods, policies and responsibilities of the Fire Department;
thorough knowledge of the principles, practices techniques and procedures of
fire suppression; thorough knowledge of department rules and regulations;
thorough knowledge of the physical lay out of the City and the location of
important buildings; general knowledge of supervisory principles and practices;
ability to effectively supervise others in routine and emergency operations;
ability to communicate ideas effectively in both oral and written formats;
ability to prepare and maintain reports and department records; ability to
establish and maintain effective working relationships with associates,
vendors, outside agency representatives, elected officials and the general
public.
Education and Experience
High school
diploma or GED with coursework in management information systems, or related
field and moderate experience in firefighting, or equivalent combination of
education and experience.
Physical Requirements
This work
requires the frequent exertion of up to 10 pounds of force and occasional
exertion of up to 50 pounds of force; work regularly requires speaking or
hearing and using hands to finger, handle or feel, frequently requires
standing, walking, reaching with hands and arms, pushing or pulling and lifting
and occasionally requires sitting, climbing or balancing, stooping, kneeling,
crouching or crawling and tasting or smelling; work requires close vision,
distance vision, ability to adjust focus, depth perception, color perception,
night vision and peripheral vision; vocal communication is required for
expressing or exchanging ideas by means of the spoken word and conveying
detailed or important instructions to others accurately, loudly or quickly;
hearing is required to perceive information at normal spoken word levels and to
receive detailed information through oral communications and/or to make fine
distinctions in sound; work requires preparing and analyzing written or
computer data, visual inspection involving small defects and/or small parts,
using measuring devices, operating machines, operating motor vehicles or
equipment and observing general surroundings and activities; work regularly
requires exposure to outdoor weather conditions and exposure to extreme heat
(non-weather), frequently requires working in high, precarious places, exposure
to fumes or airborne particles, exposure to toxic or caustic chemicals,
exposure to vibration and wearing a self contained breathing apparatus and
occasionally requires wet, humid conditions (non-weather), working near moving
mechanical parts, exposure to the risk of electrical shock and exposure to
bloodborne pathogens and may be required to wear specialized personal
protective equipment; work is generally in a loud noise location (e.g. grounds
maintenance, heavy traffic).
Special Requirements
Possession of
North Carolina Firefighter I and II, Rescue Technician, Driver/Operator,
Emergency Medical Technician-Basic and Hazmat Technician certifications.
Possession of or
ability to obtain appropriate Fire Service Instructor II, Fire Inspector I and
Fire Officer I certifications within two years of employment.
Must meet and
maintain all minimum state and local training and education requirements for
the position.
Valid class
driver's license in the State of North Carolina to operate any standard Fire
Department vehicle and tow any Fire Department trailer.
