Loss Prevention Inspector                            FLSA Status:  Non-Exempt

General Definition of Work

Performs intermediate protective service work planning, implementing and supervising fire safety inspection and prevention programs, preparing and maintaining detailed records and files, and related work as apparent or assigned.  Work is performed under the moderate supervision of the Battalion Chief.  Continuous supervision is exercised over subordinate company personnel.

Essential Functions

Performs duties in accordance with City's keys to excellent customer service; encourages and promotes a culture of excellent customer service.

Conducts fire safety, housing code, foster home, day care and home safety inspections; conducts pre-fire surveys and enters relevant data into computer system.

Investigates fires to determine origin and cause; investigates hazardous materials spills.

Responds to alarms as a safety officer.

Performs on-site inspections for burning permits; issues permits for hazardous materials operations and storage, controlled burnings, fireworks displays, tents, etc.

Administers city demolition code requirements.

Responds to fire alarms and provides command, directs firefighting and rescue operations until relieved by a superior officer; makes and directs fire ground decisions; obtains and preserves evidence at a fire scene; supervises and assists with providing first aid and basic life support to the ill or injured.

Supervises the daily activities of an assigned company of firefighters; organizes and administers work assignments; reports daily activities to the Battalion Chief or other officers as directed.

Directs and assists with cleaning, testing and  maintenance of assigned station, grounds, equipment and apparatus; conducts station inspections.

Supervises and conducts inspection and maintenance of fire hydrants; conducts water flow testing.

Oversees and participates in the installation of residential sprinklers.

Prepares reports on emergency responses, daily and monthly activities, fire investigations, safety inspections, training, etc.

Assists with developing and preparing the division budget; makes recommendations for replacement and repair of equipment; maintains inventory of and orders station supplies; assists with developing and implementing department goals.

Assists with recruiting and selecting company staff; assigns, directs, inspects and evaluates the performance of assigned personnel; recommends rewards, transfers, promotions, suspensions and terminations; coaches, counsels and disciplines assigned personnel; develops staff schedules; approves employee shift trades and submits to the Battalion Chief; maintains personnel records on assigned employees.

Plans and implements training of assigned company personnel; participates in continuing training and instruction program by individual study of technical material and attendance at scheduled drills and classes.

Conducts demonstrations and programs for schools and the community.

Installs smoke and carbon monoxide detectors.

May be required to work outside normal work hours in on-call or emergency situations.

Assumes the duties of the Battalion Chief as needed.

 


Knowledge, Skills and Abilities

Thorough knowledge of the principles, practices techniques and procedures of fire suppression; thorough knowledge of department rules and regulations; thorough knowledge of the physical lay out of the City and the location of important buildings; general knowledge of supervisory principles and practices; general knowledge of the modern principles and techniques of fire prevention, including inspection, hazards and elimination of dangerous conditions; general knowledge of the laws and ordinances of the state and city regarding fire prevention and arson; general knowledge of the principles and practices of building construction and electrical and mechanical systems; ability to recognize existing and potential fire hazards in a wide variety of structures and installations; ability to interpret and enforce rules and regulations firmly, tactfully and impartially; ability to effectively supervise others in routine and emergency operations; ability to communicate ideas effectively in both oral and written formats; ability to prepare and maintain reports and department records; ability to establish and maintain effective working relationships with associates and the general public.

 

Education and Experience

High school diploma or GED and moderate experience in fire suppression including some supervisory experience, or equivalent combination of education and experience.

 

Physical Requirements

This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently requires standing, walking, pushing or pulling and lifting and occasionally requires sitting, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms and tasting or smelling; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions and exposure to extreme heat (non-weather), frequently requires working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to vibration and wearing a self contained breathing apparatus and occasionally requires wet, humid conditions (non-weather), working near moving mechanical parts, exposure to the risk of electrical shock and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).

 

Special Requirements

Possession of North Carolina Firefighter I and II, Fire Officer Certification I and II, Fire Service Instructor II, Fire Inspector I, II and III, Fire and Arson investigator, Rescue Technician, Driver/Operator, Emergency Medical Technician-Basic and Hazmat Technician certifications.

Possession of or ability to obtain appropriate Fire Inspector III and Fire Officer I certifications within two years of employment.

Must meet and maintain all minimum state and local training and education requirements for the position.

Valid class driver's license in the State of North Carolina to operate any standard Fire Department vehicle and tow any Fire Department trailer.
