Fire Captain/Training FLSA
Status: Non-Exempt
General Definition of Work
Performs
intermediate protective service work planning, implementing and supervising
departmental training and hazardous materials programs, supervising and
commanding fire services, hazardous materials, tactical rescue, emergency
medical response and station operations, managing equipment, apparatus and
station maintenance, preparing and maintaining detailed records and files, and related
work as apparent or assigned. Work is
performed under the limited supervision of the Battalion Chief. Limited supervision is exercised over fire
service personnel.

Essential Functions
Performs
duties in accordance with City's keys to excellent customer service; encourages
and promotes a culture of excellent customer service.
Plans,
develops, conducts and participates in continuous training programs on all
aspects of fire suppression, prevention, rescue, tactics, medical and hazardous
materials response.
Reviews
and determines department training needs and implements accordingly.
Maintains
records on training, certification, examination grades and progress reports;
prepares reports on emergency responses, daily and monthly activities, etc.
Responds
to fire alarms and provides command, directs firefighting and rescue operations
until relieved by a superior officer; makes and directs fire ground decisions;
obtains and preserves evidence at a fire scene; supervises and assists with
providing first aid and basic life support to the ill or injured.
Supervises
the daily activities of an assigned company of fire fighters; organizes and
administers work assignments; reports daily activities to the Battalion Chief
or other Chief/Training Officer.
Directs
and assists with cleaning, testing and maintaining assigned station, grounds,
equipment and apparatus; conducts station inspections.
Supervises
and participates in fire inspections; conducts pre-fire surveys and enters
relevant data into computer system.
Supervises
and conducts inspection and maintenance of fire hydrants; conducts water flow
testing.
Assists
with developing and preparing division budget; makes recommendations for
replacement and repair of equipment; maintains inventory of and orders station
supplies; assists with developing and implementing department goals.
Assists
with recruiting and selecting company staff; assigns, directs, inspects and
evaluates the performance of assigned personnel; recommends rewards, transfers,
promotions, suspensions and terminations; coaches, counsels and disciplines
assigned personnel; develops staff schedules; approves employee shift trades
and submits to the Battalion Chief; maintains personnel records on assigned
employees.
Conducts
demonstrations and programs for schools and community.
Installs
smoke and carbon monoxide detectors.
May
be required to work outside normal work hours in on-call or emergency
situations.
Assumes
the duties of the Battalion Chief as needed.
Knowledge, Skills and Abilities
Thorough
knowledge of the principles, practices techniques and procedures of fire
suppression; thorough knowledge of department rules and regulations; thorough
knowledge of the physical lay out of the City and the location of important
buildings; general knowledge of fire science equipment, training and
certification principles and procedures; general knowledge of the principles
and practices of education methods of teaching and the use and care of audio
visual equipment; ability to evaluate the effectiveness of the training program
and recommend changes to improve the program; ability to reduce relatively
complex ideas into easily understood presentations; general knowledge of
supervisory principles and practices; ability to effectively supervise others in
routine and emergency operations; ability to communicate ideas effectively in
both oral and written formats; ability to prepare and maintain reports and
department records; ability to establish and maintain effective working
relationships with associates and the general public.
Education and Experience
High school
diploma or GED and moderate experience in fire suppression, or equivalent
combination of education and experience.
Physical Requirements
This work
requires the frequent exertion of up to 10 pounds of force and occasional
exertion of up to 50 pounds of force; work regularly requires speaking or
hearing and using hands to finger, handle or feel, frequently requires
standing, walking, pushing or pulling and lifting and occasionally requires
sitting, climbing or balancing, stooping, kneeling, crouching or crawling,
reaching with hands and arms and tasting or smelling; work requires close
vision, distance vision, ability to adjust focus, depth perception, color
perception, night vision and peripheral vision; vocal communication is required
for expressing or exchanging ideas by means of the spoken word and conveying
detailed or important instructions to others accurately, loudly or quickly;
hearing is required to perceive information at normal spoken word levels and to
receive detailed information through oral communications and/or to make fine
distinctions in sound; work requires preparing and analyzing written or
computer data, visual inspection involving small defects and/or small parts,
operating machines, operating motor vehicles or equipment and observing general
surroundings and activities; work regularly requires exposure to outdoor
weather conditions and exposure to extreme heat (non-weather), frequently
requires working in high, precarious places, exposure to fumes or airborne
particles, exposure to toxic or caustic chemicals, exposure to vibration and
wearing a self contained breathing apparatus and occasionally requires wet,
humid conditions (non-weather), working near moving mechanical parts and
exposure to the risk of electrical shock; work is generally in a loud noise
location (e.g. grounds maintenance, heavy traffic).
Special Requirements
Possession of
North Carolina Firefighter I and II,
Fire Service Instructor II, Rescue Technician, Driver/Operator,
Emergency Medical Technician-Basic and Hazmat Technician certifications.
Possession of or
ability to obtain appropriate Fire Officer I certifications within two years of
employment.
Must meet and
maintain all minimum state and local training and education requirements for
the position.
Valid class
driver's license in the State of North Carolina to operate any standard Fire
Department vehicle and tow any Fire Department trailer.
