Fire Marshal FLSA

General Definition of Work
Performs
intermediate advanced protective services work supervising fire and life safety
code enforcement, educating citizens about fire safety, reviewing building
plans for life safety code compliance, inspecting buildings, investigating
arson cases, maintaining records and files, preparing reports, and related work
as apparent or assigned. Work is performed
under the limited supervision of the Fire Chief. Divisional supervision is exercised over all
personnel within the division.

Essential Functions
Performs
duties in accordance with City's keys to excellent customer service; acts as a
team or group leader in the implementation of adopted City outcomes and goals.
Performs
complex and technical building plans review for conformance with fire and life
safety codes.
Plans,
supervises and implements the fire inspection program of the City.
Reviews
fire alarm and fire sprinkler plans for code compliance; performs final
acceptance tests on kitchen hoods, fire alarms and sprinkler systems.
Supervises
and participates in fire cause and origin determinations and arson
investigation cases.
Issues
burning, hazardous materials storage and operations, tents and fireworks
display permits.
Reviews
and approves the installation and removal of underground tanks and lines.
Prepares
and administers fire prevention budget; monitors expenditures; maintains
inventory of and orders fire prevention materials; researches and applies for
fire prevention and education grants.
Researches
and applies codes to technical review projects; attends and participates in
various staff and committee meetings; meets with building contractors and
engineers during construction.
Schedules
and supervises fire prevention and education programs.
Receives
and responds to inquiries and complaints related to minimum housing.
Responds
to incidents as shift inspector, investigator, safety officer or any chief
level function as needed.
Prepares
reports on emergency responses, daily and monthly activities, fire
investigations, safety inspections, training, etc.
Assists
with recruiting and selecting company staff; assigns, directs, inspects and
evaluates the performance of assigned personnel; recommends rewards, transfers,
promotions, suspensions and terminations; coaches, counsels and disciplines
assigned personnel; develops staff schedules.
Assists
personnel with attaining appropriate fire inspector certifications;
participates in continued training and instruction programs by individual study
of technical material and attendance at scheduled drills and classes.
May
be required to work outside normal work hours in on-call or emergency
situations.
Knowledge, Skills and Abilities
Thorough
knowledge of the modern principles and techniques of fire prevention, including
inspection, hazards and elimination of dangerous conditions; thorough knowledge
of the geography of the city; thorough knowledge of state and city laws and
ordinances regarding fire prevention and arson; general knowledge of the
principles and practices of building construction and electrical and mechanical
systems; ability to recognize existing and potential fire hazards in a wide
variety of structures and installations; ability to communicate ideas
effectively in both oral and written formats; ability to prepare clear and
concise written reports; ability to interpret and enforce rules and regulations
firmly, tactfully and impartially; ability to establish and maintain effective
working relationships with associates, business owners, engineers, planners,
private investigators, elected officials and general public.
Education and Experience
Bachelor's
degree with coursework in fire sciences, or related field and extensive
experience in firefighting and fire inspection experience including
considerable supervisory and project management experience, or equivalent
combination of education and experience.
Physical Requirements
This work
requires the frequent exertion of up to 10 pounds of force and occasional
exertion of up to 25 pounds of force; work regularly requires sitting and
speaking or hearing, frequently requires standing, walking, using hands to
finger, handle or feel and reaching with hands and arms and occasionally
requires climbing or balancing, stooping, kneeling, crouching or crawling and
tasting or smelling; work requires close vision, distance vision, ability to
adjust focus, depth perception, color perception, night vision and peripheral
vision; vocal communication is required for expressing or exchanging ideas by
means of the spoken word and conveying detailed or important instructions to
others accurately, loudly or quickly; hearing is required to perceive
information at normal spoken word levels and to receive detailed information
through oral communications and/or to make fine distinctions in sound; work requires
preparing and analyzing written or computer data, visual inspection involving
small defects and/or small parts, using measuring devices, operating machines,
operating motor vehicles or equipment and observing general surroundings and
activities; work regularly requires exposure to outdoor weather conditions and
occasionally requires wet, humid conditions (non-weather), working in high,
precarious places, exposure to fumes or airborne particles, exposure to toxic
or caustic chemicals, exposure to extreme heat (non-weather), exposure to the
risk of electrical shock, exposure to vibration, wearing a self contained
breathing apparatus and exposure to bloodborne pathogens and may be required to
wear specialized personal protective equipment; work is generally in a loud
noise location (e.g. grounds maintenance, heavy traffic).
Special Requirements
Possession of
North Carolina Firefighter I and II, Fire Inspector III, Fire and Life Safety
Educator, Fire and Arson Investigator, Rescue Technician, Driver/Operator,
Emergency Medical Technician-Basic and Hazmat Technician certifications.
Possession of or
ability to obtain appropriate Fire Officer I certification within two years of
employment.
Must meet and
maintain all minimum state and local training and education requirements for
the position.
Valid class
driver's license in the State of North Carolina to operate any standard Fire
Department vehicle and tow any Fire Department trailer.
