Fleet Services Division Manager FLSA Status: Exempt
General Definition of Work
Performs
intermediate professional work planning, directing, coordinating and
supervising the purchase, maintenance and repair of the City's fleet,
overseeing the preparation and maintenance of fleet maintenance records and
files, and related work as apparent or assigned. Work is performed under the general direction
of the Public Service Director.
Divisional supervision is exercised over all personnel within the
division.

Essential Functions
Performs
duties in accordance with the City's keys to excellent customer service; acts
as a team or group leader in the implementation of adopted City outcomes and
goals.
Organizes,
directs and manages division activities including fleet repair and maintenance,
fueling and purchase specifications.
Develops,
implements and reviews division goals and objectives including those assigned
by the City Council, the City Manager and department heads.
Develops
and implement policies and procedures for the division in conjunction with the
Public Services Director.
Coordinates
division activities with other city departments, outside agencies and
organizations.
Directs,
oversees and participates in developing the division work plan; assigns and
coordinates work activities, projects and programs; monitors work flow; reviews
and evaluates completed work, methods and procedures.
Prepares
the division annual budget; approves and monitors expenditures authorized in
the annual budget.
Provides
or coordinates staff training.
Initiates,
conducts, reviews and coordinates needed personnel transactions including
recruitment, selection, classification, compensation, evaluation, promotion,
transfer, discipline and termination.
Responds
to various citizen inquiries and complaints.
Directs
a preventive maintenance program for the fleet.
Reviews
vehicles and equipment for city departments; writes specifications for all
fleet purchases; requests informal bids from vendors.
Maintains
various vehicle and equipment files and records; prepares various division
activity related reports.
Ensures
division functions are in compliance with OSHA and DENR requirements.
Prepares
repair estimates for fleet units involved in accidents.
Authorizes
repairs made by outside vendors.
Conducts
safety inspection of fleet units.
Researches
new technology related to equipment and vehicles.
Knowledge, Skills and Abilities
Comprehensive
knowledge of the principles and practices of automotive repair and shop
management; comprehensive knowledge of the characteristics and maintenance
needs of various automotive and mechanical equipment; comprehensive knowledge
of the hazards and safety precautions of large fleet operations; comprehensive
knowledge of the principles of operation of gasoline and diesel engines and/or
of the repair and maintenance characteristics of various construction and
special equipment; comprehensive knowledge of business practices applicable to
a fleet maintenance facility including budgetary and analytical processes;
ability to plan and supervise the work of automotive technical and service
staff; ability to establish and maintain effective working relationships with
associates and the general public.
Education and Experience
Associates/Technical
degree with coursework in vehicle maintenance, or related field and
considerable experience in fleet maintenance and repair including moderate
supervising experience, or equivalent combination of education and experience.
Physical Requirements
This work
requires the occasional exertion of up to 10 pounds of force; work regularly
requires sitting and speaking or hearing and frequently standing, walking and
using hands to finger, handle or feel; work has standard vision requirements;
vocal communication is required for expressing or exchanging ideas by means of
the spoken word; hearing is required to perceive information at normal spoken
word levels; work requires preparing and analyzing written or computer data,
visual inspection involving small defects and/or small parts, operating
machines, operating motor vehicles or equipment and observing general
surroundings and activities; work frequently requires exposure to fumes or
airborne particles and occasionally requires working near moving mechanical
parts and exposure to vibration; work is generally in a loud noise location
(e.g. grounds maintenance, heavy traffic).
Special Requirements
Possession of
appropriate Master ASE certification.
Valid driver's
license in the State of
