Head End Technician                                           FLSA Status:  Exempt

General Definition of Work

Performs difficult advanced technical work installing, constructing, operating and repairing equipment associated with the headend and signal distribution network; ensures functionality of reception and distribution of off-air, satellite and tape originated programming to the outside plant, and related work as apparent or assigned.  Work is performed under the moderate supervision of the System Architect/System Engineer.  Limited supervision is exercised over subordinate technical personnel during specific assignments.

Essential Functions

Performs duties in accordance with the City's keys to excellent customer service; acts as a team of group leader in the implementation of adopted City outcomes and goals.

Understands and maintains IPTV network equipment and systems.

Racks and installs head end equipment and head end infrastructure.

Installs and maintains satellite and off-air video acquisition equipment and infrastructure.

Understands Fiber Optic Networks and handling procedures.

Reads and understands wiring diagrams, project schematics, and engineering drawings.

Identifies issues and analyzes their system impact.

Installs, activates, and tests any equipment required for successful implementation.

Performs troubleshooting and correct problems.

Assists technical service representatives with trouble tickets involving advanced or complex video service issues.

Maintains and monitors system and device logs.

Reviews scheduling of associated projects and identifies possible conflicts.

Works with vendors and manufacturers to resolve software or hardware product issues.

Maintains and submits all documentation (as built drawings, progress and issues report, expense reports, timesheets, etc.) in a timely manner.

Terminates, installs, and neatly dresses audio, video and network cabling.

May be required to work after normal work hours in on-call and emergency situations.

 

Knowledge, Skills and Abilities

Thorough knowledge of video head end design, management, and testing; ability to develop standards and procedures; general knowledge of  Digital Video and IPTV network technologies and the activation of like networks; thorough knowledge of IPTV video equipment including experience with GPON networking equipment is preferred; ability to identify and correct problems as they arise; ability to prepare clear and concise instructions; ability to maintain required records; ability to communicate ideas effectively, both orally and in writing; ability to critically think and logically work through problems in highly stressful situations;  ability to establish and maintain effective working relationships with city officials, department personnel, customers, and consultants.

 

Education and Experience

Bachelor's degree with coursework in telecommunications, or related field and considerable experience in related telecommunications position, or equivalent combination of education and experience.

 

Physical Requirements

This work requires the regular exertion of up to 10 pounds of force and frequent exertion of up to 25 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel, frequently requires climbing or balancing and reaching with hands and arms and occasionally requires standing, walking, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work requires close vision, ability to adjust focus and color perception; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires working near moving mechanical parts, exposure to toxic or caustic chemicals, exposure to outdoor weather conditions and exposure to the risk of electrical shock; work is generally in a moderately noisy location (e.g. business office, light traffic).

 

Special Requirements

Valid driver's license in the State of North Carolina.
