Human Resources Analyst II                                  FLSA Status:  Exempt

General Definition of Work

Performs professional work reviewing and analyzing various documents, ensuring compliance with policies, conducting research, assisting employees, administering benefits, composing forms, preparing documents, and related work as apparent or assigned.  Work is performed under the general direction of the Human Resources Director.

Essential Functions

Performs duties in accordance with the City's keys to excellent customer service.

Collects pertinent information on new and current employees; prepares reports on personnel functions including recruitment, selection, orientation, training, classification and compensation, performance review, etc.; completes benefit and salary surveys; conducts special studies; researches and develops strategies; conducts classification studies.

Administers  benefits, health, life, disability, accident, retirement and wellness programs, pre-employment and random drug testing and employee assistance programs; counsels employees regarding benefits.

Processes and approves various employee requests, including FLMA, shared leave, COBRA, etc.

Assists with training employees; arranges for and schedules employees to attend training sessions; organizes multicultural training and orientation sessions; coordinates, designs, arranges and delivers training sessions; advises and trains staff on HRIS system.

Participates in recruiting and selecting new employees; represents the department at job fairs and interview boards.

Coordinates, assists, supports and plans human relations council meetings; creates promotional material for events; takes meeting minutes.

Assists with administering and formulating personnel policies; interprets city personnel policies and procedures; explains personnel program functions to employees and the general public.

Coordinates the City's customer service initiative; assists with plans and supports Project Neighborhood staff.

Assists other departments in resolving personnel issues.

Performs general administrative support work including answering the telephone, assisting customers and employees; provides back-up to department personnel.

 

Knowledge, Skills and Abilities

Thorough knowledge of the principles and practices of personnel administration; thorough knowledge of the principles, practices and procedures in recruitment, selection, classification, job evaluation, performance appraisal and salary administration; general knowledge of the organization and administration of city government; ability to present ideas effectively, both orally or in written form; ability to understand and carry out written and oral instructions, assignments and requests independently;  ability to prepare and maintain detailed and technical records; ability to research, collect, organize and analyze data; ability to establish and maintain effective working relationships with job applicants, consultants, elected officials, department heads, associates and the general public.

 

Education and Experience

Bachelor's degree with coursework in human resources management, business administration, public administration, or related field and moderate experience in administrative work, or equivalent combination of education and experience.


 

Physical Requirements

This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting and speaking or hearing and occasionally requires standing and walking; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data and operating machines; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

 

Special Requirements

Valid driver's license in the State of North Carolina.
