Human Resources Director                                    FLSA Status:  Exempt

General Definition of Work

Performs complex professional work planning, organizing and directing the activities of the Human Resources Department including recruitment and selection, affirmative action, safety and worker's compensation and employee benefits administration, assisting the City Manager with general management, supervision and coordinating the activities various city departments, citizens, other governmental organizations and outside agencies, and related work as apparent or assigned.  Work is performed under the general direction of the City Manager.  Departmental supervision is exercised over all personnel within the department.

Essential Functions

Performs duties in accordance with the City's keys to excellent customer service; encourages and promotes a culture of excellent customer service.

Plans, implements and directs the Human Resources Department; develops, plans and implements departmental goals, objectives, policies and procedures; ensures that the department is meeting and maintaining goals and policies.

Manages Human Relations department staff; reviews and evaluates the work of subordinates.

Develops and administers the department's budget; monitors and approves expenditures.

Coordinates department activities with those of other departments and outside agencies and organizations; provides assistance to the City Manager and the City Council.

Supervises and participates in the administration of the classification and compensation plan, recruitment and selection, training, affirmative action, employee performance evaluation and orientation programs; administers a system of employee service records and other human resources records.

Recruits and selects department personnel; assigns, directs, trains, inspects and evaluates the performance of assigned personnel; rewards, transfers, promotes, suspends, demotes and terminates personnel; coaches, councils and disciplines staff; develops staff schedules.

Supports and advises the activities of the Human Relations Council.

Advises employees and department management in matters concerning grievances; participates in the resolution of employee grievances and appeals.

Responds to various citizen inquiries and complaints.

 

Knowledge, Skills and Abilities

Comprehensive knowledge of the principles and practices of human resources administration, including wage and salary administration, training, employee relations, safety and risk management and fringe benefits program; thorough knowledge of local government organization and administration; ability to express ideas effectively both orally and in writing; ability to analyze facts and prepare detailed recommendations and reports; ability to plan, supervise and review the work of subordinates; ability to establish and maintain effective working relationships with elected officials, consultants, city council members, employees, associates and the general public.

 

Education and Experience

Bachelor's degree with coursework in human resources management, business administration, public administration, or related field and considerable experience of increasingly responsible, professional nature in human resources management, or equivalent combination of education and experience.

 


Physical Requirements

This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting and speaking or hearing and occasionally requires standing and walking; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

 

Special Requirements

Valid driver's license in the State of North Carolina.
