Information Technologies Manager FLSA Status: Exempt
General Definition of Work
Performs
difficult professional work planning, directing and participating in program
development, analyses and operations, managing information systems, procedures
and staff, preparing and maintaining systems, records and files, and related
work as apparent or assigned. Work is
performed under the limited supervision of the Management Services Director. Departmental supervision is exercised over
all personnel within the department.

Essential Functions
Performs
duties in accordance with the City's keys to excellent customer service; acts
as team or group leader in the implementation of adopted City outcomes and
goals.
Maintains
and manages all information technology systems and infrastructure, including
network connectivity, information security and telecommunications; acts as city
cable television administrator.
Prepares
the division annual budget; approves and monitors expenditures authorized in
the budget.
Develops,
implements and reviews division goals and objectives.
Participates,
assists and makes recommendations in the recruitment and selection of assigned
staff; assigns, directs, trains, inspects and evaluates the performance of
division staff; recommends transfers, promotions, demotions, suspensions and
terminations; coaches, counsels and disciplines staff; develops staff
schedules.
Reviews
and approves all information technologies equipment purchases.
Develops,
implements and updates the department's standard operating procedures.
Prepares
and reviews back-up and data recovery plans.
Ensures
compliance with standards and conditions set by regulatory agencies.
Stays
knowledgeable of information technologies trends and developments.
Knowledge, Skills and Abilities
Thorough
knowledge of all phases of systems analysis, programming and computer
operations; thorough knowledge of the functions and operation of city
departments; ability to determine departmental and city-wide needs of an
information system and formulate and effective program to meet these needs;
ability to write clear and concise reports; ability to plan and supervise the
work of professional and technical personnel; ability to communicate ideas
effectively, both orally and in writing; ability to establish and maintain
effective working relationships with City officials, department heads,
associates, vendors, consultants and the general public.
Education and Experience
Bachelor's
degree with coursework in information technology, computer science, or related
field and considerable experience in information technology application and
administration experience, or equivalent combination of education and
experience.
Physical Requirements
This work
requires the occasional exertion of up to 10 pounds of force; work regularly
requires sitting and speaking or hearing and occasionally requires standing and
walking; work has standard vision requirements; vocal communication is required
for expressing or exchanging ideas by means of the spoken word; hearing is
required to perceive information at normal spoken word levels; work requires
preparing and analyzing written or computer data; work has no exposure to
environmental conditions; work is generally in a moderately noisy location
(e.g. business office, light traffic).
Special Requirements
Possession of or
ability to obtain appropriate computer certifications.
