Landscape Division Manager                                 FLSA Status:  Exempt

General Definition of Work

Performs difficult administrative work planning, directing and supervising the City's landscaping and grounds keeping activities and staff, preparing and maintaining appropriate files and records, and related work as apparent or assigned.  Work is performed under the general direction of the Public Services Director.  Divisional supervision is exercised over all personnel within the division.

Essential Functions

Performs duties in accordance with the City's keys to excellent customer service; acts as team or group leader in the implementation of adopted City outcomes and goals.

Organizes, directs, manages and participates in division activities including landscaping, grounds maintenance and contract mowing.

Develops, implements and reviews division goals and objectives including those assigned by the City Council, the City Manager and department heads.

Develops and implements policies and procedures for the division in conjunction with the Public Services Director.

Coordinates division activities with other city departments, outside agencies and organizations.

Directs, oversees and participates in developing the division work plan; assigns and coordinates work activities, projects and programs; monitors work flow; reviews and evaluates completed work, methods and procedures.

Prepares the division annual budget; approves and monitors expenditures authorized in the annual budget.

Provides development training for staff.

Initiates, conducts, reviews and coordinates needed personnel transactions including, recruitment, selection, classification, compensation, evaluation, promotion, transfer, discipline and termination; enforces personnel policies and procedures.

Responds to various citizen inquiries and complaints; educates the public regarding ordinances and proper arboriculture practices.

Assists the City Code Inspector with nuisance abatement; supplies crews as needed to bring properties into code compliance.

Locates plant materials for landscape projects.

Plans and monitors the application of agricultural chemicals within the landscape division.

Responds to employee accidents and  notifies the Risk Manager.

Retains, maintains and produces records and files.

Participates on boards and commissions; assists other boards as needed.

May be required to work outside normal work hours in on-call and emergency situations.

 

Knowledge, Skills and Abilities

Thorough knowledge of the principles, practices and methods of landscaping  maintenance; thorough knowledge of seeds, fertilizers, pesticides, mulches, trees, shrubs and other materials used in landscape work; ability to plan and supervise the work of subordinates; ability to use judgment and initiative to complete work assignments with minimal supervision; ability to establish and maintain effective working relationships with contractors, departments, associates and the general public.


 

Education and Experience

Associates/Technical degree with coursework in landscaping, horticulture sciences, or related field and considerable experience in landscaping operations and/or grounds maintenance, or equivalent combination of education and experience.

 

Physical Requirements

This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires standing and walking, frequently requires sitting, speaking or hearing and using hands to finger, handle or feel and occasionally requires pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions and occasionally requires working near moving mechanical parts, exposure to fumes or airborne particles and exposure to vibration; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).

 

Special Requirements

Possession of state pesticide applicator's license for ornamentals and turf.

Valid driver's license in the State of North Carolina.
