Management Analyst FLSA
Status: Exempt
General Definition of Work
Performs difficult
administrative work analyzing procedures to evaluate City operations, making
recommendations for improving productivity, efficiency and effectiveness,
monitoring and reviewing the City's expenditures and revenues, maintaining
fiscal control of various capital projects, and related work as apparent or
assigned. Work is performed under the
limited supervision of the departmental manager.

Essential Functions
Performs
the duties in accordance with the City's keys to excellent customer service.
Reviews
and analyzes departmental programs, staffing and operations; prepares
recommendations to improve efficiency and effectiveness; conducts cost benefit,
productivity and management analysis.
Prepares
special financial cost analysis on various projects and reports findings to
management.
Tracks,
maintains and monitors financial status of various funds and departments;
maintains associated records.
Assists
with preparing annual operating and capital budgets.
Monitors
budgetary expenditure accounts for city departments.
Performs
analytical reviews and statistical analysis of trends.
Supplies
analyses and schedules as needed.
Maintains
information for the annual financial report and other reports as required;
assists with the annual audit and preparation of the comprehensive annual
financial report.
Maintains
various financial and accounting software packages.
Assists
with training new department personnel.
Knowledge, Skills and Abilities
Thorough
knowledge of the theories, principles, practices and techniques of municipal
budgeting and program evaluation, statistics and finance; thorough knowledge of
evaluation measurement and review techniques; thorough knowledge of state laws
and local ordinances applicable to budget preparation approval and
administration; thorough knowledge of the functions and operation of municipal
agencies; ability to analyze and develop budget estimates; ability to develop
and conduct technical program evaluations; ability to conduct detailed research
and prepare reports and findings; ability to establish and maintain effective
working relationships with associates, auditors, consultants, department heads
and the general public.
Education and Experience
Bachelor's
degree with coursework in accounting, finance, or related field and moderate
experience in accounting work preferably in a municipal setting, or equivalent
combination of education and experience.
Physical Requirements
This work
requires the occasional exertion of up to 10 pounds of force; work regularly
requires sitting and speaking or hearing and occasionally requires standing,
walking and repetitive motions; work has standard vision requirements; vocal
communication is required for expressing or exchanging ideas by means of the
spoken word; hearing is required to perceive information at normal spoken word
levels; work requires preparing and analyzing written or computer data; work
has no exposure to environmental conditions; work is generally in a moderately
noisy location (e.g. business office, light traffic).
Special Requirements
Valid driver's
license in the State of
