Parks and Recreation Maintenance Manager              FLSA Status:  Exempt

General Definition of Work

Performs advanced technical work planning, organizing and supervising the maintenance of parks and recreation buildings, facilities and surrounding grounds, performs various technical tasks relative to the assigned areas of responsibility, preparing and maintaining appropriate records, and related work as apparent or assigned.  Work is performed under the general direction of the Parks and Recreation Director.  Divisional supervision is exercised over all personnel within the division.

Essential Functions

Performs duties in accordance with the City's keys to excellent customer service; acts as a team or group leader in the implementation of adopted City outcomes and goals.

Plans, prioritizes, assigns, supervises and reviews the work of staff involved in parks and recreation buildings, facilities and grounds maintenance.

Recommends and assists with implementing department policies, goals and objectives; establishes schedules and methods for accomplishing maintenance work; implements policies and procedures.

Evaluates operations and activities relative to assigned area of responsibility; recommends improvements and modifications; prepares various reports on operations and activities.

Compiles data for and prepares required records and routine statistical and/or technical reports.

Maintains equipment and supply inventories using departmental purchasing procedures.

Coordinates and participates in the cleaning and maintenance of buildings and surrounding grounds.

Monitors upkeep of assigned equipment and tools; maintains a preventive maintenance program for all vehicles and equipment.

Participates in the annual budget preparation and manages the daily administrative function of recreation programming and budget administration necessary to conduct business; monitors expenditures, purchasing needs, and inventory.

Determines capital project needs and prepare bid specifications and performance contracts as needed; inspects projects under construction and develop operating procedures when facility is completed.

Works with employees to correct deficiencies; implement discipline procedures.

Answers questions and provides information to the public; investigates complaints and takes corrective action as directed by the department head.

Maintains a schedule of safety inspections for all parks and facilities.

Provides support to the Parks and Recreation Advisory Board and Greenway Committee.

Recruits, hires, trains, supervises and evaluates staff for recreation programs; provides orientation regarding policies and procedures; initiates and coordinators needed personnel transactions regarding classification, compensation, evaluation, promotion, transfer, discipline and termination of staff in conjunction with the Human Resources Department and the Parks and Recreation Director; works with employees to correct deficiencies and maintains supporting documentation.

 

Knowledge, Skills and Abilities

Thorough knowledge of the methods, practices, equipment, tools and materials used in park operation and maintenance; thorough knowledge of general building, equipment, repair and maintenance; thorough knowledge of the grasses, flowers, shrubs and trees grown in the area, their planting time and their environmental requirements; thorough knowledge of hazards and necessary safety precautions involved in park operations and maintenance work; ability to plan and supervise the work of subordinates; ability to maintain records and prepare reports; ability to establish and maintain effective working relationships with associates and the general public.  Ability to communicate effectively, both orally and in writing.

 

Education and Experience

Bachelor's degree with coursework in natural resource management, landscape architecture, parks and recreation administration, or related field and considerable experience in building and grounds maintenance, or equivalent combination of education and experience.

 

Physical Requirements

This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel, frequently requires standing and walking and occasionally requires pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work frequently requires exposure to outdoor weather conditions and occasionally requires working near moving mechanical parts, exposure to fumes or airborne particles and exposure to vibration; work is generally in a moderately noisy location (e.g. business office, light traffic).

 

Special Requirements

Possession of or ability to obtain a North Carolina Pesticide and Aquatic Applicators certifications within one year of employment.

Valid driver's license in the State of North Carolina.
