Planning and Community Development Director          FLSA Status:  Exempt

General Definition of Work

Performs difficult professional work providing general oversight and direction to city planning operations, assisting the City Manager with implementing city goals, conducting studies and analysis related to community development, developing and implementing process and policy improvements, and related work as apparent or assigned.  Work involves setting policies and goals under the direction of the City Manager.  Departmental supervision is exercised over all personnel within the department.

Essential Functions

Performs duties in accordance with the City's keys to excellent customer service; acts as team or group leader in the implementation of adopted City outcomes and goals.

Develops, plans, implements and manages department goals, objectives, policies and procedures necessary to provide assigned planning services.

Manages the daily operations of the Planning and Community Development Department including the administration of planning geographic information system and code services functions.

Provides general direction to the planning staff; monitors progress on projects and operations.

Prepares the annual division budget; monitors expenditures and provides general budgetary oversight.

Prepares reports and recommendations for presentation to the City Council.

Writes ordinances and draft policies as required.

Performs personnel functions including hiring, disciplinary actions and performance appraisals.

Responds to public inquiries regarding planning operations; responds to requests from elected officials related to special programs, presentations and constituent services.

Serves on various committees and commissions, including the Board of Directors of Downtown Salisbury, Inc; serves as planning division voting representative to the Technical Review Committee.

Addresses legislative issues such as annexation, local bills and statutory charges; monitors the General Assembly when in session.

Participates in department staff meetings, administrative meetings and status updates with the City Manager.

Administers the contract with the Salisbury Community Development Corporation.

Promotes planning efforts through participation in community and statewide organizations.

 

Knowledge, Skills and Abilities

Comprehensive knowledge of the advanced principles and practices of municipal planning and community development; comprehensive knowledge of economics, municipal finance and sociology as they apply to city planning; thorough knowledge of current literature and recent developments in the field; general knowledge of landscape architecture and traffic engineering; general knowledge of the principles and practices of civil engineering as they relate to planning and subdivision design and control; general knowledge of geographic information systems and code enforcement processes; skill in computer operations and relevant software programs; ability to interpret and analyze technical and statistical information and to prepare and present technical oral and written reports; ability to establish and maintain effective working relationships with associates, officials, other agencies and the general public.

 


Education and Experience

Bachelor's degree with coursework in municipal planning, geography, urban design, public administration, or related field and considerable experience in municipal planning and community development, or equivalent combination of education and experience.

 

Physical Requirements

This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel and occasionally requires standing, walking and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

 

Special Requirements

Possession of or ability to obtain certification from the American Institute of Certified Planners within six months of employment.

Valid driver's license in the State of North Carolina.
