Plant Operations Manager FLSA

General Definition of Work
Performs
advanced technical work overseeing operation of wastewater treatment plant for
compliance with Federal and State requirements, scheduling work; maintaining
records; preparing reports, and related work as apparent or assigned. Work is performed under the limited
supervision of the Utilities Engineering Manager. Divisional supervision is exercised over all
personnel within the division.

Essential Functions
Performs
duties in accordance with the City's keys to excellent customer service; acts
as team or group leader in the implementation of adopted City outcomes and
goals.
Organizes,
directs and manages division activities including operation, maintenance,
repair and construction of water/wastewater treatment plants and process equipment.
Reviews
and approves state monitoring and compliance reports.
Prepares
the division's budget; approves and monitors expenditures authorized in the
budget.
Initiates,
conducts, reviews and coordinates needed personnel transactions including
recruitment selection, classification, compensation, evaluation, promotion,
transfer, discipline, and termination in conjunction with the Human Resources
Department and SRU Management.
Develops
and implements division goals, objectives, policies and procedures.
Answers
questions and provides information to the public as needed; investigates
complaints and takes corrective action as necessary.
Reviews
and monitors plant safety procedures and policies.
Knowledge, Skills and Abilities
Thorough
knowledge of the operating characteristics and maintenance requirements of
water and wastewater treatment plants; thorough knowledge of hydraulic,
chemical and mechanical principles pertinent to water and wastewater treatment
plant operations; thorough knowledge of the occupational hazards of the work
and of necessary safety precautions; ability to detect flaws in the operation
of mechanical equipment and to determine proper remedial measures; ability to
understand and follow moderately complex oral and written instruction; ability
to read meters and charts accurately and to maintain records of operations;
ability to establish and maintain effective working relationships with
associates, vendors, contractors, engineers, governmental agency
representatives, City officials and the general public.
Education and Experience
High school
diploma or GED and considerable experience in water/wastewater maintenance, or
equivalent combination of education and experience.
Physical Requirements
This work
requires the frequent exertion of up to 10 pounds of force and occasional
exertion of up to 25 pounds of force; work regularly requires sitting and
speaking or hearing, frequently requires standing, walking and using hands to
finger, handle or feel and occasionally requires lifting; work has standard
vision requirements; vocal communication is required for expressing or
exchanging ideas by means of the spoken word; hearing is required to perceive
information at normal spoken word levels; work requires preparing and analyzing
written or computer data, using measuring devices and observing general
surroundings and activities; work frequently requires exposure to outdoor
weather conditions and occasionally requires exposure to fumes or airborne
particles; work is generally in a moderately noisy location (e.g. business
office, light traffic).
Special Requirements
Possession of
North Carolina Grade IV Wastewater Treatment Plant Operator certification,
A-Surface and C-Well Water Treatment Plant Operator's certifications.
Valid driver's
license in the State of North Carolina.
