Plants Maintenance Supervisor                      FLSA Status:  Non-Exempt

General Definition of Work

Performs difficult skilled technical work supervising and directing the installation, maintenance and repair of treatment plant and related mechanical, electrical and electronic equipment, scheduling projects, maintaining records and files, preparing reports, and related work as apparent or assigned.  Work is performed under the general direction of the Utility Systems Supervisor and Plant Operations Manager.  Continuous supervision is exercised over Plant Maintenance Technician.

Essential Functions

Performs duties in accordance with the City's keys to excellent customer service; encourages and promotes a culture of excellent customer service.

Oversees and participates in instrumentation, electrical, motor controls, mechanical, plumbing, pneumatics, welding, fabrication and building maintenance duties.

Orders parts and materials necessary for repairs.

Troubleshoots and repairs electrical controls and instrumentation.

Operates various automotive and construction equipment.

Participates in plant maintenance technician training, on the job training and feedback through performance review and disciplinary actions.

Oversees and inspects the work of contractors during construction.

Ensures compliance with safety policies and procedures; remains knowledgeable of state, federal and local safety regulations.

Implements and reviews goals, objectives, policies and procedures regarding plant maintenance including those assigned by the Plant Operations Manager.

Participates in budget preparation including cost estimates, expenditure justification and budget control.

Assists with initiating, conducting, reviewing and coordinating needed personnel transactions including recruitment selection, classification, compensation, evaluation, promotion, transfer, discipline and termination as directed by the Plant Operations Manager and SRU management.

May be required to work outside of normal work hours in on-call or emergency situations.

 

Knowledge, Skills and Abilities

Thorough knowledge of the methods, materials, equipment, tools and techniques of equipment repair associated with water and wastewater treatment plants; thorough knowledge of the hazards and safety precautions associated with equipment maintenance work; skill in using and caring for bench and hand tools, machines and equipment; ability to diagnose trouble in machines and mechanical and electrical equipment; ability to prepare plans and detailed reports and maintain records; ability to plan and supervise the work of subordinates; ability to establish and maintain effective working relationships with associates, engineers, vendors, elected officials, regulatory agency representatives and the general public.

 

Education and Experience

High school diploma or GED and considerable experience in water/wastewater equipment maintenance including some supervisory experience, or equivalent combination of education and experience.

 


Physical Requirements

This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires standing, walking, speaking or hearing and using hands to finger, handle or feel, frequently requires sitting, pushing or pulling and lifting and occasionally requires climbing or balancing, stooping, kneeling, crouching or crawling and reaching with hands and arms; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using measuring devices, assembly or fabrication of parts within arms length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires working near moving mechanical parts and exposure to outdoor weather conditions, frequently requires exposure to fumes or airborne particles and exposure to vibration and occasionally requires exposure to toxic or caustic chemicals, exposure to the risk of electrical shock, exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment and Bodily Fluids; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).

 

Special Requirements

Possession of or ability to acquire mobile crane and Collection I or Distribution D certifications within two years of employment.

Valid commercial driver's license in the State of North Carolina.
