Police Lieutenant                                                FLSA Status:  Exempt

General Definition of Work

Performs difficult protective service work supervising activities of a division or activity within the Police Department, maintaining records and files, preparing reports, and related work as apparent or assigned.  Work is performed under the limited supervision of the Deputy Police Chief.  Divisional supervision is exercised over all personnel within the division.

Essential Functions

Performs duties in accordance with the City's keys to excellent customer service; act as a team or group leader in the implementation of adopted City outcomes and goals.

Serves as a shift commander and directs the operations and activities of the assigned division.

Supervises and instructs subordinate sworn officers and civilian personnel to work assignments and procedures in patrol, investigations, traffic or other assigned areas.

Responds to and oversees major incidents and the processing of major crime scenes; assigns, reviews and monitors cases.

Manages the police vehicle fleet.

Assists with division and department budget preparation and administration.

Coordinates special events; prepares paperwork agenda for street closures.

Assists with recruiting and selecting department personnel; conducts background investigations on department applicants; administers criminal, administrative and pre-employment polygraph examinations; assigns, directs, trains, inspects and evaluates the work of assigned staff; recommends rewards, transfers, promotions, demotions, suspensions and terminations; coaches, counsels and disciplines staff; develops staff schedules.

Investigates internal affairs issues and citizen complaints filed against sworn and civilian personnel.

Reviews and conducts annual analyses of incidents of use of force and vehicle pursuits.

Maintains and conducts an annual review of grievance files.

Manages various department programs including the explorer’s and ride-along.

Administers the issuance of taxi permits for the City; conducts background investigations for ABC permits.

Maintains inventory of and orders supplies and equipment for assigned programs; calibrates assigned equipment.

Reviews reports submitted by subordinate officers; completes and maintains monthly, quarterly and annual reports and records of unit activities; prepares and submits press releases for approval.

Assumes command of the Police Department as assigned in the absence of the Deputy Police Chief and/or Police Chief.

May be required to work outside normal work hours in on-call and emergency situations.

 

Knowledge, Skills and Abilities

Comprehensive knowledge of the geography of the City and the location of important buildings; thorough knowledge of the rules and regulations of the Police Department; thorough knowledge of laws and ordinances governing local police work; skill in using firearms and operating a motor vehicle; ability to understand and carry out oral and written instructions and to prepare clear and concise written reports; ability to plan and supervise the work of subordinates; ability to deal firmly and tactfully with associates and the general public; ability to establish and maintain effective working relationships with associates and the general public.

 


Education and Experience

Bachelor's degree with coursework in political science, or related field and moderate experience at the level of Police Sergeant including moderate supervisory experience, or equivalent combination of education and experience.

 

Physical Requirements

This work requires the regular exertion of up to 10 pounds of force and occasional exertion of up to 100 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel and reaching with hands and arms, frequently requires sitting and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, tasting or smelling, pushing or pulling and lifting; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, night vision and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions, frequently requires working near moving mechanical parts, working in high, precarious places and exposure to vibration and occasionally requires exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to the risk of electrical shock, working with explosives and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a moderately noisy location (e.g. business office, light traffic).

 

Special Requirements

Possession of Basic Law Enforcement certification.

Must meet and maintain all department and State training and education requirements for position.

Valid driver's license in the State of North Carolina.
